00,0,9 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />April 10, 1986 <br />The City Council of the City of Paris met in regular session, Thursday, <br />April 10, 1986, 5:15 P. M. City Hall. Mayor Pro Tem Hoog called the <br />meeting to order with the following Councilmen present: Walter F. <br />Williams, Billy Joe Burnett, and Donald 6. Wilson. Also present were <br />City Manager, David H. Doty, City Attorney, T. K. Haynes, and City <br />Clerk, Mattie.Cunningham. <br />Mayor Pro Tem Hoog declared the Public Hearing open on the petition of <br />Billie Joe Cullum for a change in zo..ning from a Two Family Dwelling <br />District (2F) to a One Family Dwelling District No. 3 (SF -3) and <br />Specific Use Permit - Mobile Home (39) on Lot 4, City Block 51 -B <br />located on the Northwest corner of Graham Street and 10th Street N. W. <br />Councilman Folmar enter the Council Chambers and assumed his seat at <br />the Council table. <br />Joe McCollum, Director of Community Development, appeared before the <br />Council and presented the minutes of the Planning and Zoning <br />Commission's meeting held on April 7, 1986 and attached hereto as part <br />of these minutes as exhibit A. <br />Mayor Pro Tem Hoog called for proponents to appear, and Ann Cullum <br />appeared in her behalf and told the Council that she wished to place a <br />three bedroom mobile home on the lot. Mrs. Cullum stated that the <br />mobile home would be rented out to supplement their income. Mrs. <br />Cullum also presented pictures of the demolished ice house on Graham <br />and 11th N. W. which has not been cleaned up and the salvage yard on <br />11th N. W. <br />Mayor Pro Tem Hoog called for opponents to appear and none appeared and <br />the public hearing was declared closed. <br />After discussion, a motion was made by Councilman Wilson to accept the <br />recommendation of the Planning and Zoning Commission to deny the <br />petition. The motion was seconded by Councilman Folmar and carried <br />unanimously. <br />Mayor Pro Tem Hoog declared the public hearing open on the petition of <br />Fred Gibson for a change in zoning from a Commercial District (C) to a <br />One Family Dwelling District No. 3 (SF -3) and Specific Use Permit - <br />Mobile Home (39) on Lot 30, City Block 83 located on the Southeast <br />corner of Shiloh Street and 10th Street N. W. <br />Mayor Pro Tem Hoog called for proponents to appear and Mrs. Fred <br />Gibson, 427 W. Sherman appeared before the Council and told the Council <br />that the lot was small and there had been a mobile home placed on the <br />lot in 1982 and that it had been damaged in the Tornado of 1982, and <br />had been vacant since that time. Mrs. Gibson stated that there was a <br />mobile home just south of her lot which is zoned SF -3 which has been <br />there for some time. <br />
