MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />April 11, 1985 <br />The City Council of the City of Paris met in regular session, Thursday, April 11, <br />1985 5:15 P. M. Mayor Graham called the meeting to order with the following <br />Councilmen present: Donald G. Wilson, George Fisher, Jeff Hoog, Nathan Bell, <br />Walter F. Williams, and Billy Joe Burnett. Also present were City Manager, <br />David H. Doty, City Attorney, T. K. Haynes, and Asst. City Clerk, Mattie <br />Cunningham. <br />Mayor Graham declared the public hearing open on the petition of Monte Moore for <br />a change in zoning from a Multi- Family Dwelling District No. 1 (MF -1) to a <br />3eneral Retail District (GR) on Lot 1, and the west 15' of Lot 2, Block 1, <br />Anita Park Addition located at 1705 Margaret Street. <br />Mr. Joe McCollum, Director of Community Development appeared before the Council and <br />presented the minutes from the Planning and Zoning Commission which was held on <br />April 1, 1985, and attached hereto as exhibit A. <br />Mayor Graham called for proponents to appear and Mr. Monte Moore appeared in <br />his behalf stating that he proposed an office at this location and presented <br />a petition from 5 land owners in the immediate area. <br />Mayor Graham called for opponents to appear and Mr. C. D. Adams, 1734 Margaret <br />appeared in oposition to the change in zoning and stated that this was a <br />residential area and would like it to stay that way. <br />No one else appeared and the public hearing was declared closed. <br />A motion was made by Councilman Williams to deny the request and was seconded <br />by Councilman Bell. The motion carried 7 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of Gertrude Warren <br />for a change in zoning from a Two .Family Dwelling District to a Neighborhood <br />Service District and Specific Use Permit- Antique Shop (4) on part of Lots 7 and <br />8 Block A, P. J. Willis and Bros. Addition located at 1331 E. Polk Street. <br />Mr. McCollum appeared before the Council and advised that the Planning and <br />Zoning Commission had recommended denial of the petition. <br />Mayor Graham called for proponents to appear and Mrs. Gertrude Warren appeared <br />in her behalf and stated that she needed to be able to sell furniture at her <br />home to meet living expenses. Mr. Leo Houchins, 405 E. Polk appeared before <br />the Council in favor of the zoning change, and Mr. A. C. Slaton also appeared <br />before the Council and spoke in favor of the petition. <br />Mayor Graham called for opponents to appear and Mr. David Philley appeared <br />in opposition of the petition because of the traffic situation and parking <br />on the street was a problem. Mrs.,David-Philley also appeared in opposition <br />No one else appeared and the public hearing was declared closed and Mayor Graham <br />advised the Council that they would have to have a 6 -1 vote to over turn the <br />Planning and Zoning ruling.
