w � <br />� ' t <br />t F <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />APRIL 1, 1985 <br />.i,_ fi " , <br />The Planning and Zoning Commission met in regular session, Monday, April <br />1, 1985, at 7:00 P.M. in the Council Room, City Hall, Paris, Texas with the <br />following members present: <br />1. <br />Freddy Swaim, Chairman <br />5. <br />Bruce McMonigle <br />2. <br />Ozzie Battle <br />6. <br />Ronnie Nutt <br />3. <br />Charles Christian <br />7. <br />Kyle Perry <br />4. <br />Bill Davidson <br />8. <br />Dorothy Smith <br />Also present were Tom Pine, City Engineer and Joe McCollum, Director of <br />Community Development, <br />Chairman Swaim called the meeting to order and the,minutes of March 4, 1985 <br />were approved as presented. <br />Chairman Swaim declared the public hearing open on the petition of Monte Moore <br />for a change in zoning from a Multi- Family Dwelling District No. 1 (MF -1) to <br />a General Retail District (GR) on Lot 1 and the west 15 feet of Lot 2, Block <br />1, Ani`.':a Park Addition located at,1705 Margaret Street. <br />Mr. Moore appeared stating that he proposed an office at this location and <br />pointed out the high traffic on 17th S.E. and the existance of another <br />business, Cannon Printing, on Margaret Street as reasons for granting the <br />change. He presented a petition in support of the change which was signed by <br />5 land owners in the immediate area. <br />C.D. Adams, 1734 Margaret, spoke in opposition to the change saying that the <br />block was all residential and that the introduction of General Retail zoning <br />would adversly affect the neighborhood. He ask Mr. Moore why the property was <br />up for sale if he planned to locate an office there. It was pointed out that <br />Cannon Printing was considered a legal non conforming use because of the length <br />of time located there. <br />No one else spoke and the public hearing was closed. <br />Following discussion, a motion was made by Mr. McMonigle, seconded by Mrs. <br />Battle to recommend denial of the petition. The motion carried 8 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of Gertrude <br />Warren for a change in zoning from a Two Family Dwelling District (2F) to a <br />Neighborhood Service District (NS) and Specific Use Permit - Antique Shop (4) <br />on part of Lots 7 and 8,, Block A, P.J. Willis and Bros. Addition located at <br />1331 E. Polk Street. <br />Mrs. Warren was present and told the Commission she needed to be able to sell <br />some furniture at her home to help meet living expenses and she did not feel <br />that the activity would hurt the neighborhood. <br />Mr. and Mrs. A.C. Slaton and Mrs. Mildred Nelms spoke in favor of the petition <br />saying Mrs. Warren's business would not harm the area. <br />
