' s <br />Mr. & Mrs. David Philley spoke in opposition to the change saying that Mrs. <br />Warren had been running a continuous: garage sale for 8 or 9 years and that <br />delivery trucks and customer parking on the street was a problem. They said <br />the zoning would be detrimental to the area and open the door to other <br />businesses. <br />Mr. Lee Ellis also spoke against the change saying that his family has owned <br />property in the area for many years and they were interested in keeping property <br />values up. He felt that a business zoning on one lot would devalue his <br />property. <br />No one else spoke and the public hearing was closed. <br />Following discussion, Mr. Nutt made a motion to recommend denial of the <br />petition. Mr. Perry seconded the motion which carried :8 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the annexation and proper <br />zoning upon annexation of a 17.55 acre tract of land located north of Stone <br />Avenue and east of N. Main Street. <br />There was no one present in the audience to speak for or against the matter. <br />Mr. McCollum advised the Commission that the City Council had initiated the <br />annexation proceedings in order to square up and better define the city limit <br />line between N. Main Street and the North Lamar School District property. He <br />recommended Office District zoning be placed on the tract upon.annexation to <br />compliment the same zoning fronting on Stone Avenue. <br />The public hearing was closed and following discussion a motion was made by <br />Mr. Swaim, seconded by Mr. McMonigle to recommend the annexation and Office <br />District zoning upon annexation. The motion carried 8 ayes, 0 nays. <br />The Commission next considered the site plan for an addition to the apartment <br />located on the southeast corner of Lamar Avenue and 13th S.E. The Site Plan <br />called for a 3 unit apartment building behind the main building fronting the <br />court yard, <br />Mr. McCollum advised that the plan conformed to Zoning regulations but required <br />Commission approval because the new building would not front on a public street. <br />He recommended approval. <br />A motion was made by Mr. Christian, seconded by Mr. Davidson to approve the <br />Site Plan, The motion carried 8 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the proposed ordinance <br />amendment requiring paved surface for off street parking areas. <br />There was no one in the audience who wished to speak on the matter. <br />Mr. McCollum reviewed the proposed ordinance and pointed out that the <br />requirement would apply to all uses including single family dwellings which <br />the Commission had proposed to be exempted from the requirement. <br />This subject was discussed and the Commission felt in some areas, paved parking <br />would be a hardship if required for a single family home. <br />
