F� a. _..1 <br />MINUTES OF THE REGULAR COUNCIL MEETING OF THE CITY COUNCIL <br />February 11, 1985 <br />The City Council of the City of Paris met in regular session, Monday, February 11, �- <br />1985, 7:00 P. M. Mayor Graham called the meeting to order with the following. <br />Councilmen present: Billy J. Burnett, Jeff Hoog, Nathan Bell, Walter F. Williams, <br />Donald G. Wilson, and George Fisher. Also present were City Manager, David H. <br />Doty, City Attorney, T. K. Haynes, and Asst. City Clerk, Mattie Cunningham. <br />Prayer was offered by Rev. Robert Hanson, Central Presbyterian Church. <br />Mayor Graham asked if there were any corrections to the minutes of previous <br />meetings and there being none, the minutes were approved as presented. <br />A. W. Clem Attorney appeared before the Council representing the Library Advisory <br />Board and friends of the Paris Public Library regar-di ng. 4 , b.ond - proposal, fQ-' ,the r <br />expansion and renovation of the Library. Mr. Clem advised the Council of the <br />condition of the Library and why the renovation and expansion was necessary. <br />Mr. Bill Spencer, 1710 34th N. E. appeared before the Council representing <br />property owners on 34th N. E. and presented a petition asking that the injunction <br />imposed against the City of Paris by 0. L. Rainey be lifted and asked for a <br />public hearing concerning the drainage in the area. <br />Cathy Swaim, 3510 Nevada, representing the Lamar County Humane Association, appeared <br />before the Council thanking them for their consideration in regard to the animal <br />shelter and stating that at this time the Lamar County Humane Association would <br />not be able to assume the operational responsibility of the animal shelter, but <br />would like to come back at a later date and pick up negotiations. <br />Mayor Graham declared the public hearing open concerning the designation of <br />City Blocks 118, 122, 137, 176, 177A, 178, and 178A as blighted areas. <br />Ms. Sue Smith, Director of the Main Street Program, appeared before the Council <br />advising the Council that Mr. Tom Spurgeon, Attorney for McCall Parkhurst & Horton <br />would be at the Council meeting later to present the Ordinance for designating <br />the blighted area. <br />No one else appeared and Mayor Graham declared the public hearing closed and <br />stated that action would be taken on this item later in the meeting. <br />Mayor Graham announced that the next order of business would be consideration of <br />previously authorized Ordinances. <br />ORDINANCE NO. 85 -005 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF <br />ORDINANCES, PARIS, TEXAS, BE AMENDED BY ADDING SECTIONS TO BE NUMBERED 2 -108 THROUGH <br />2 -114, PROVIDING FOR THE DESTRUCTION OF CERTAIN PUBLIC RECORDS AS AUTHORIZED BY <br />ARTICLE 6574 (c) OF THE TEXAS CIVIL STATUTES; PROVIDING FOR A PENALTY NOT TO EXCEED <br />$200.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND <br />PROVIDING FOR AN EFFECTIVE DATE OF MARCH 1, 1985. <br />was presented. A motion was made by Councilman Fisher, seconded by Councilman <br />Hoog approving the Ordinance. The motion carried 7 ayes, 0 nays. <br />
