S' <br />N � <br />R � <br />�k <br />x ` <br />Mayor Graham announced that the next item on the agenda would be consideration and <br />action on calling a Library Bond Election and <br />ORDINANCE NO 85 -006 <br />CALLING AN ELECTION FOR MAY 4. 1985 FOR THE PURPOSE OF A BOND ELECTION FOR <br />NECESSARY PUBLIC IMPROVEMENTS <br />was presented. A motion was made by Councilman Williams, seconded by Councilman <br />Hoog for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. <br />Mayor Graham advised the Council of the appointment of Warren Eugene Anderson as <br />Director of Finance and that a motion confirming the appointment was necessary. <br />City Manager Doty introduced Warren Eugene Anderson to the Council, and a motion <br />was made by Councilman Williams, seconded by Councilman Hoog.to confirm the <br />appointment of Mr. Anderson as Director of Finance. The motion carried 7 ayes, <br />0 nays. <br />Mayor Graham announced that consideration and action was needed on continuing the <br />Code Enforcement Program. A motion was made by Councilman Williams, seconded by <br />Councilman Wilson to continue the Code Enforcement Program. The motion carried <br />7 ayes, 0 nays. <br />City Manager Doty advised the Council of the staff's recommendation regarding the animal <br />Shelter to have total operation of the Animal shelter as the Lamar County <br />Humane Association was unwilling to take over the operation. A motion was made <br />by Councilman Williams to approve the recommendations of the staff, and the <br />motion was seconded by Councilman Hoog. The motion carried 4 ayes, 2 nay, Council- <br />man Bell and Councilman Wilson voting nay, Councilman Burnett was out of the room. <br />City Manager Doty requested the Council's consideration of a proposal for Health <br />Insurance for retirees under the City's group. A motion was made by Councilman <br />Hoog seconded by Councilman Wilson to approve the proposal. The motion carried <br />6 ayes, 0 nays, Councilman Burnett was out of the room. <br />Mayor Graham announced the next item on the agenda was consideration and action <br />on annexation in the area between existing City Limits along U. S. Highway 271 <br />and property owned by North Lamar Independent School District. After discussion, <br />a motion was made by Councilman Wilson, seconded by Councilman Bell to approve <br />the annexation. The motion carried 7 ayes, 0 nays. <br />Discussion was had concerning modification requirements for Base Rock use in <br />street construction. Tom Pine, City Engineer appeared before the Council and <br />discussed the types of base that can be used in Street Construction. A motion <br />was made by Councilman Williams, seconded by Councilman Hoog authorizing an <br />Ordinance to be prepared to include the recommendations of the staff. The motion <br />carried 7 ayes, 0 nays. <br />Mayor Graham invited the Council's attention to the recommendations of the <br />Planning and Zoning Commission regarding surfacing for parking lots. After <br />discussion, a motion was made by Councilman Williams, seconded by Councilman <br />Burnett authorizing an Ordinance to be prepared to include the recommendations <br />of the Planning and Zoning Commission. The motion carried 6 ayes, 1 nay, <br />Councilman Wilson voting nay. <br />City Manager presented a request from James Preston for water service on <br />Highway 82 West. ion was made by Councilman Burnett, seconded by Council- <br />1_N1_ . <br />mo <br />man Williams to the request. The motion carried 6 ayes 1 nay, Councilman <br />Bell voting nay. <br />
