S' N � R � �k x ` Mayor Graham announced that the next item on the agenda would be consideration and action on calling a Library Bond Election and ORDINANCE NO 85 -006 CALLING AN ELECTION FOR MAY 4. 1985 FOR THE PURPOSE OF A BOND ELECTION FOR NECESSARY PUBLIC IMPROVEMENTS was presented. A motion was made by Councilman Williams, seconded by Councilman Hoog for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. Mayor Graham advised the Council of the appointment of Warren Eugene Anderson as Director of Finance and that a motion confirming the appointment was necessary. City Manager Doty introduced Warren Eugene Anderson to the Council, and a motion was made by Councilman Williams, seconded by Councilman Hoog.to confirm the appointment of Mr. Anderson as Director of Finance. The motion carried 7 ayes, 0 nays. Mayor Graham announced that consideration and action was needed on continuing the Code Enforcement Program. A motion was made by Councilman Williams, seconded by Councilman Wilson to continue the Code Enforcement Program. The motion carried 7 ayes, 0 nays. City Manager Doty advised the Council of the staff's recommendation regarding the animal Shelter to have total operation of the Animal shelter as the Lamar County Humane Association was unwilling to take over the operation. A motion was made by Councilman Williams to approve the recommendations of the staff, and the motion was seconded by Councilman Hoog. The motion carried 4 ayes, 2 nay, Council- man Bell and Councilman Wilson voting nay, Councilman Burnett was out of the room. City Manager Doty requested the Council's consideration of a proposal for Health Insurance for retirees under the City's group. A motion was made by Councilman Hoog seconded by Councilman Wilson to approve the proposal. The motion carried 6 ayes, 0 nays, Councilman Burnett was out of the room. Mayor Graham announced the next item on the agenda was consideration and action on annexation in the area between existing City Limits along U. S. Highway 271 and property owned by North Lamar Independent School District. After discussion, a motion was made by Councilman Wilson, seconded by Councilman Bell to approve the annexation. The motion carried 7 ayes, 0 nays. Discussion was had concerning modification requirements for Base Rock use in street construction. Tom Pine, City Engineer appeared before the Council and discussed the types of base that can be used in Street Construction. A motion was made by Councilman Williams, seconded by Councilman Hoog authorizing an Ordinance to be prepared to include the recommendations of the staff. The motion carried 7 ayes, 0 nays. Mayor Graham invited the Council's attention to the recommendations of the Planning and Zoning Commission regarding surfacing for parking lots. After discussion, a motion was made by Councilman Williams, seconded by Councilman Burnett authorizing an Ordinance to be prepared to include the recommendations of the Planning and Zoning Commission. The motion carried 6 ayes, 1 nay, Councilman Wilson voting nay. City Manager presented a request from James Preston for water service on Highway 82 West. ion was made by Councilman Burnett, seconded by Council- 1_N1_ . mo man Williams to the request.
