EXHIBIT A - Council Minutes <br />5/9/83 <br />MINUTES <br />REGULAR MEETING <br />PLANNING AND ZONING COMMISSION; <br />MONDAY, MAY 2, 1983 <br />7:00 O'CLOCK P.M. <br />COUNCIL ROOM - CITY HALL <br />PARIS, TEXAS <br />The Planning and Zoning Ccmmssion met in regular session Monday, May 2, 1983 <br />at 7:00 P.M. with the following members present: <br />1. <br />Freddie Swaim <br />6. <br />Bruce McMonigle <br />2. <br />Ozie Battle <br />7. <br />Ronnie Nutt <br />3. <br />Bill Davidson <br />8. <br />Skip Steely <br />4. <br />Jacob Hildreth <br />9. <br />Dwight Woolston <br />5. <br />Olivia Johnson <br />11 <br />Also present was Joe N. McCollum, Director of Community Development. <br />Chairman Swaim called the meeting to order and the minutes of March 4, 1983 <br />were approved as presented. <br />Dwight Woolston was welcomed as a new member of the Commission. <br />Chairman Swaim declared the public hearing open on the matter of proper <br />zoning for properties fronting on Lamar Avenue between Collegiate Drive and <br />35th N.E. which are currently zoned One Family Dwelling District No. 2 (SF -2). <br />He explained that due to the frequent requests for zoning changes in this <br />area, the Commission had taken it on themselves to hold the one hearing and <br />received -input from property owners involved as well as those within 200 <br />feet of the area. He then invited comments from those present. <br />Bill KcGuinness, 2660 Hubbard stated he felt General Retail zoning was proper <br />for the area. <br />Glenn Smallwood, owner of the property at 3035 Lamar and 3130 Lamar requested <br />his property be zoned General Retail. <br />John Madewell, 3030 Lamar Avenue stated he operated the day care center at <br />that location and proposes an expansion to the lot east of him and requested <br />Office Zoning to cover the proposed use. Mr. Madewell said they kept 100 <br />children at present and had a waiting list of 70 children. <br />Jimmy McFadden, owner of 3140 Lamar Avenue, said he moved from this location <br />because of traffic congestion and that the house was difficult to rent as a <br />residence. He suggested Office Zoning for the area. <br />John House, 3110 Lamar stated if the property were zoned for Office or <br />business use, owners could afford to make improvements. <br />Edna Petway, 3150 Lamar, expressed her opinion that the property should <br />remain zoned residential since that was the primary use. <br />Burl Whitaker, owner of 3215 Lamar spoke in favor of General Retail zoning <br />use fpr the. area. <br />
