MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />May 16, 1983 <br />The City Council of the City of Paris met in special session, Monday, <br />May 16, 1983, 7:00 P. M. Mayor Graham called the meeting to order <br />with the following Councilmen present: Donald G. Wilson, Gene <br />McWaters, Jr., George Fisher, Jr., Nathan J. Bell, and Jeff Hoog. <br />Also present were City Manager David H. Doty, City Attorney, T. K. <br />Haynes, and City Clerk, H. C. Greene. <br />Mayor Graham announced that the special meeting was called for the <br />purpose to receive information bearing on the issuance of Aeronautical <br />Activity permits to Jimmy Wrenn for Pilot Training and Agricultural <br />Operations. <br />City —r1 K. Haynes, advised the Council that the meeting had <br />been called by the Council on March 31, 1983 and that the present <br />meeting had been posted in accordance with the open meeting law on May <br />12, 1983, and all requirements of the State Law met. <br />City Attorney Haynes presented a list of allegations against Jimmy <br />Wrenn as follows: <br />1. About 1975 alledged threat to beat up City of Paris <br />employee Richard Beard. <br />2. Assault to James Paul England on or about September <br />20, 1981. <br />3. Allegation to Jesse Wintermute that on or about July <br />or August, 1982, Jimmy Wrenn flew dangerously low at <br />a time when Wintermute and his minor son were passengers <br />in the aircraft. <br />4. On or about the 5th day of November, 1982, Mr. Wrenn <br />retained possession of Herb and Kristine Campbell's <br />Aircraft after demand for the return of the same had <br />been made. <br />5. Complaint by Larry Thomas of Mt. Vernon that on or <br />about the 10th day of December 1982, Mr. Wrenn violated <br />traffic pattern. <br />6. On or about April 8, 1983, complaint by Roger Boxwell <br />of low flying aircraft. <br />7. Complaint by Austin Ellis that on or about the 10th day of <br />April 1983, Mr. Wrenn, while spraying airport property, <br />violated traffic pattern. <br />8. On or about the 15th day of April, 1983, Mr. Wrenn <br />violated the traffic pattern and flew dangerously <br />close to another aircraft operated by Austin Ellis and <br />Sherri Babb. <br />
