Mayor Graham announced the next item was a discussion of pipe materials <br />to be used in the I & I Project. City Manager Greene advised the Council <br />that John Buss, Project Manager, needed some direction on this matter <br />to properly write specifications for bids. <br />John Buss presented cost information on clay tile and plastic pipe and <br />discussed the good and bad points of each. After discussion, Council <br />decided to allow alternate bids on both clay and solid wall PVC pipe <br />for sizes up to 27" and specify clay.tile for the 36" size. <br />Mayor Graham next opened the workshop on the proposed Sewer Use <br />Ordinance. Bill King and other staff members reviewed the comments <br />submitted by various industries and how the comments had been addressed. <br />Mr. King said that based on industry comments, there had been some <br />changes made to the proposed Ordinance, but the City's interest had <br />not been compromised by the changes. <br />Each disputed point was discussed in detail with the proposed 450/1 <br />BOD limit receiving the primary attention. <br />Following a lengthy discussion about the 450 limit and other methods <br />-- to control the strength of sewer contributed by users, Mayor Graham <br />called for a motion, and Councilman Francis made a motion to leave. <br />the 450 limit as stated in the Ordinance. Councilman Williams seconded <br />the motion which failed 2 ayes, 5 nays. <br />Councilman McGee made a motion to have City staff submit to the Council <br />for consideration a step user charge schedule based on a actual cost <br />figures relative to strength of sewer contribution and its effect upon <br />the expected life of the Waste Water Treatment Plant.
