Mayor Graham announced that a request from residents of Booker T. <br />Washington Homes would now be heard. Tawanda Bills spoke for a <br />large group of residents who felt that the Housing Projects had been <br />neglected in the maintenance of fixtures and equipment and that repairs <br />and painting should be done. <br />John Washington, East Texas Legal Services, told the Council that he <br />had requested a meeting with the Housing Authority Board to discuss <br />these matters as well as complaints concerning eligibility for housing <br />and possible Civil Rights Violations, but had not been able to meet <br />with them. <br />Following discussion of the matter, Mayor Graham directed the City <br />Manager to contract the Housing Authority Director and arrange a <br />board meeting within the next 10 days to discuss these matters. Mr. <br />Washington and the residents were to be notified of the time and place <br />of the meeting along with Council members. <br />Mayor Graham announced the next item was to consider authorizing <br />preparation of an Ordinance for No. Parking on East side of 2nd S. E. <br />between Lamar Avenue and Clarksville Street. Following discussion, <br />Councilman Wilson made a motion to authorize the preparation of the <br />Ordinance and to instruct Traffic Department to go ahead and install <br />no parking signs and strip the pavement. Councilman Williams seconded <br />the motion which carried 5 ayes, 0 nays. Councilman Fisher being out <br />of the chamber. <br />Mayor'Graham announced the next item was to consider approval of permits <br />for operation at Cox Field Airport. <br />A motion was made by Councilman Wislon to table action on the permits <br />for Jimmy Wrenn, currently under an investigation by the FAA, until <br />after the executive session. Councilman Williams seconded the motion <br />which carried 5 ayes, 0 nays. Councilman Fisher being out of the Chamber. <br />A motion was made by Councilman Wilson to approve the permits of James <br />Howell - Agricultural Spray, Metro Airlines - Scheduled Air Service <br />and Bruce Session - Agricultural Spray Permit. Councilman Williams <br />seconded the motion which carried 5 ayes, 0 nays, Councilman Fisher <br />being out of the Chamber. <br />Acting City Manager Greene submitted bid proposals for City Depository <br />for two year period beginning March 1, 1983 recommending acceptance of <br />the Liberty National Bank's proposal. <br />$3 - ©0ti <br />Resolution No. 2239 approving the contract with the Liberty National <br />Bank for City Depository was presented. A motion was made by Council- <br />man Francis, seconded by Councilman McGee for adoption of the Resolution. <br />The motion carried 4 ayes, 0 nays, with Councilman Wilson and Councilman <br />Fisher being out of the Chamber. <br />
