Mayor Graham declared the public hearing open on the petition of <br />McKnight and Vaughn for a change in zoning from an Agricultural <br />District to a One Family Dwelling District No. 2 on a 3.48 acre tract <br />of land located on the south side of the Texas and Pacific Railroad <br />at the west end of Bella Vista Drive. <br />No one appeared in favor or in opposition of the requested zoning and <br />the public hearing was declared closed. <br />ORDINANCE NO. 2-67 -9 -Ofd <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, <br />PARIS, TEXAS AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING <br />MAP OF SAID CITY; ESTABLISHING A ONE FAMILY DWELLING DISTRICT NO. 2 <br />(SF -2) ON A 3.48 ACRE TRACT OF LAND LOCATED ON THE SOUTH SIDE OF THE <br />TEXAS AND PACIFIC RAILROAD AT THE WEST END OF BELLA VISTA DRIVE., ON <br />PROPERTY BELONGING TO MCKNIGHT AND VAUGHN, SO AS TO INCLUDE THEREIN <br />TERRITORY FORMERLY DESIGNATED AS AN AGRICULTURAL DISTRICT (A); AND <br />DESIGNATING THE BOUNDARIES OF THE ONE FAMILY DWELLING DISTRICT NO. 2 <br />(SF -2) SO ESTABLISHED. <br />was presented. A motion was made by Councilman Wilson, seconded by <br />Councilman Fisher approving the Ordinance. The motion carried 7 ayes, <br />0 nays. <br />Director of Community Development, Joe McCollum appeared before the <br />Council explaining the Planning and Zoning Commission's recommendation <br />for approval of a policy concerning curb and gutter. The policy <br />recommended as follows: <br />"Subdivider is required to install curb and gutter along the <br />subdivision side of an existing street under the following <br />conditions as determined by the City Engineer." <br />I. Curb and gutter can be designed and installed at a grade <br />and section that corresponds to the existing street or in <br />case of a major thoroughfare, to the master plan proposed <br />section. <br />2. Curb and gutter can be designed and installed at a grade <br />and section that is compatible with the existing drainage <br />system along the street. <br />If the above criteria cannot be met, then waiver of the curb <br />and gutter requirements is in order. <br />After discussion, a motion was made by Councilman McWaters, seconded by <br />Councilman Francis to approve the policy as recommended. The motion <br />carried 6 ayes, 1 nay, Councilman Wilson voting nay. <br />Director of Community Development, Joe McCollum. presented a re -plat <br />of Lot 14, City Block 193. A motion was made by Councilman Williams, <br />seconded by Councilman McWaters approving the replat subject to the <br />requirements of the City Engineer. The motion carried 7 ayes, 0 nays. <br />
