A motion was made by Councilman McWaters, seconded by Councilman Hoog for approval of the petition. The motion carried 7 ayes, 0 nays. Mayor Graham declared the public hearing open on the petition of Don Oglesby for a change in zoning from a General Retail District to a General Retail District and Specific Use Permit - Auto Fuel Sales on part of Lot 35 -D, City Block 249 located on the north side of Clarksville Street and approximately 850 feet East of Johnson Wood Drive. Councilman Wilson excused himself from the discussion because of conflict of interest. Mr. Larry Carrington appeared in behalf of the petitioner stating that a Convenience Store was planned for the area. Mayor Graham called for opponents to appear and none appeared. Mayor Graham announced that the minutes of the Planning and Zoning Commission would be included as part of the Council minutes, attached as Exhibit A, which showed recommendation for approval of the petition. After discussion, a motion was made by Councilman Fisher, seconded by Councilman Hoog approving the petition with screening to be provided for the residential area. The motion carried 6 ayes, 0 nays, Councilman Wilson abstaining.
