Mayor Graham called for proponents to appear and Mrs. Dorothy Mallison <br />appeared in her behalf. <br />Mayor Graham called for opponents to appear and Mrs. Francis Ellis <br />appeared in opposition. <br />Joe McCollum, Director of Community Development, gave testimony <br />concerning the Planning and Zoning Commission's hearing. <br />Mayor Graham declared the minutes of April 4, 1983 Planning and <br />Zoning Commission meeting be made a part of the Council minutes, which <br />are attached to these minutes as Exhibit A. <br />City Attorney Haynes questioned Mrs. Mallison as to the current use, <br />that being residential property with present zoning of Multi- Family 1. <br />A petition was presented to the Council of residents within and without <br />the 200 feet area in opposition to the zoning. <br />Mayor Graham declared the public hearing closed. <br />A motion was made by Councilman Fisher, seconded by Councilman Wilson <br />referring back to the Planning and Zoning Commission for their further <br />consideration. The motion carried 5 ayes, 1 nay, and one abstaining, <br />Councilman P1cWaters voting nay, and Councilman Bell abstaining. <br />Mayor Graham declared the public hearing open on the petition of <br />Darrel Coats for a change in zoning from a Planned Development <br />Shopping Center to a Planned Development Housing or Community Unit <br />Development on Lot 15, City Block 296 located at 3315 Lamar Avenue. <br />Mr. Coats appeared before the Council in his behalf. <br />Director of Community Development McCollum presented the minutes <br />of the Planning and Zoning Commission, attached here to as Exhibit A, <br />which showed recommedations for approval with certain noted site <br />plan changes. <br />No one appeared in opposition to the petition. <br />Mayor Graham declared the public hearing closed and a motion was made <br />by Councilman Fisher, seconded by Counciman Williams accepting the <br />Planning and Zoning Commission's recommendations and to accept a <br />10 foot set back on the building line. The motion carried 7 ayes, <br />0 nays. <br />Mayor Graham declared the public hearing open on the petition of <br />Franklin J. Homer for a change in zoning from a Commercial District <br />to a Commercial District and Specific Use Permit - Auto Fuel Sales <br />on Lot 1F -A, City Block 306 located on the S. E. Corner of N. Main St. <br />and Stone Ave. <br />Mayon Graham announced that the minutes of the Planning and Zoning <br />Commission would be made a part of these minutes which showed <br />recommendations for approval of the petition. (Planning and Zoning <br />Commission's minutes attached as Exhibit A.) <br />No one appeared in opposition and the public hearing was declared <br />closed. <br />i <br />
