Mayor Graham called for proponents to appear and Mrs. Dorothy Mallison appeared in her behalf. Mayor Graham called for opponents to appear and Mrs. Francis Ellis appeared in opposition. Joe McCollum, Director of Community Development, gave testimony concerning the Planning and Zoning Commission's hearing. Mayor Graham declared the minutes of April 4, 1983 Planning and Zoning Commission meeting be made a part of the Council minutes, which are attached to these minutes as Exhibit A. City Attorney Haynes questioned Mrs. Mallison as to the current use, that being residential property with present zoning of Multi- Family 1. A petition was presented to the Council of residents within and without the 200 feet area in opposition to the zoning. Mayor Graham declared the public hearing closed. A motion was made by Councilman Fisher, seconded by Councilman Wilson referring back to the Planning and Zoning Commission for their further consideration. The motion carried 5 ayes, 1 nay, and one abstaining, Councilman P1cWaters voting nay, and Councilman Bell abstaining. Mayor Graham declared the public hearing open on the petition of Darrel Coats for a change in zoning from a Planned Development Shopping Center to a Planned Development Housing or Community Unit Development on Lot 15, City Block 296 located at 3315 Lamar Avenue. Mr. Coats appeared before the Council in his behalf. Director of Community Development McCollum presented the minutes of the Planning and Zoning Commission, attached here to as Exhibit A, which showed recommedations for approval with certain noted site plan changes. No one appeared in opposition to the petition. Mayor Graham declared the public hearing closed and a motion was made by Councilman Fisher, seconded by Counciman Williams accepting the Planning and Zoning Commission's recommendations and to accept a 10 foot set back on the building line. The motion carried 7 ayes, 0 nays. Mayor Graham declared the public hearing open on the petition of Franklin J. Homer for a change in zoning from a Commercial District to a Commercial District and Specific Use Permit - Auto Fuel Sales on Lot 1F -A, City Block 306 located on the S. E. Corner of N. Main St. and Stone Ave. Mayon Graham announced that the minutes of the Planning and Zoning Commission would be made a part of these minutes which showed recommendations for approval of the petition.
