J A <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />May 9, 1983 <br />The City Council of the City of Paris met in regular session, Monday, <br />May 9, 1983, 7:00 P. M. in the Council Room of City Hall. Mayor <br />Graham called the meeting to order with the following Councilmen <br />present: Donald G. Wilson, Gene McWaters, Jr., George Fisher, Jr., <br />Nathan J. Bell, and Jeff Hoog. Also present were City Manager, David <br />H. Doty, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by Rev. C. H. Pierson. <br />After a request by Mayor Graham for approval of the minutes, Councilman <br />Wilson requested correction of the minutes of April 11, 1983 concerning <br />the replat of Lot 6, City Block 301 in that the minutes reflected <br />that Councilman Wilson voted nay and should have read Councilman <br />Williams voting nay. After the correction, the minutes were approved. <br />Mayor Graham announced that nominations were open for Mayor for the <br />City of Paris as provided by the City Charter. Councilman Wilson <br />nominated Councilman Graham as Mayor and was seconded by Councilman <br />Fisher. There being no other nominations, the vote was taken which <br />showed 6 ayes, 0 nays, and Councilman Graham was again elected Mayor. <br />Mayor Graham called for nominations for Mayor Pro Tem. Councilman <br />Fisher nominated Councilman Williams which was seconded by Councilman <br />McWaters. There being no other nominations, the vote was taken which <br />showed 6 ayes, 0 nays, and Councilman Williams was elected Mayor Pro <br />Tem. <br />Miss Susan Campbell of McKinney, Texas appeared before the Council and <br />discussed the Main Street Program. <br />Councilman Williams entered the Council chamber and assumed his chair <br />at the Council table. <br />After the presentation by Miss Susan Campbell on the Main Street Program, <br />a motion was made by Councilman Williams, seconded by Councilam Wilson <br />authorizing the preparation of a Resolution commiting the City to <br />make application for the Main Street Program. The motion carried 7 ayes, <br />0 nays. <br />Mr. Douglass Carlow appeared before the Council requesting an appeal <br />to the Planning and Zoning determination to deny a request for rezoning <br />from Heavy Industrial District to a Heavy Industrial District and <br />Specific Use Permit - Salvage Yard on Lot 5 & 6, City Block 5 of the <br />Texas & Pacific Addition located at 1490 S. Church Street. A motion <br />was made by Councilman McWaters, seconded by Councilman Bell to <br />schedule a public hearing on the matter at the next regular Council <br />meeting. The motion carried 7 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of <br />Dorothy Mallison for a change in zoning from a Multi- Family Dwelling <br />District No. 1 to a Commercial District on Lots 15, 23, & 24, City <br />Rlcok 157, located on the west side of S. Main Street 170 feet South <br />on Long Ave. The Planning and Zoning Commission had recommended <br />approval of the petition by vote of 4 ayes, 3 nays. <br />
