MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />January 12, 1981 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />January 12, 1981 at 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: Travis Wortham, Ron Kyle, Billy J. Burnett, and <br />Walter F. Williams. Also present were City Manager R. W. Sokoll, City Attorney, <br />T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by Capt. Lonnie Kenley. <br />Mayor Malone asked if there were any corrections to the minutes of previous meetings <br />furnished to the Council members. There being none, the minutes were approved. <br />Mayor Malone announced the first order of business would be consideration of <br />recommendations made by the Planning and Zoning Commission. <br />Mayor Malone invited the Council's attention to the final plat - Springlake <br />Estates, Phase II and advised that the Planning and Zoning Commission had <br />recommended approval of the final plat, subject to its reduction in size. <br />Director of Public Works, Darrell Gunn appeared before the Council stating that <br />the Phase II Plat had been reduced in size and that the cost of the improvements <br />yet to be made had been reduced from $35,000.00 to approximately $4,000.00. After <br />discussion, a motion was made by Councilman Burnett, seconded by Councilman Williams <br />approving the final plat - Springlake Estates, Phase II, subject to the requirements <br />of the City Engineer. The motion carried 7 ayes, 0 nays. <br />City Attorney Haynes presented the following petitions for amendments to the Zoning <br />Ordinance: Paris Noon Optimist Club, 6 acres of land Southeast Loop & Old Clark- <br />sville Road from Single Family No. 2 District to a District suitable for Athletic <br />Programs. <br />Mayor Malone referred the petition to the Planning and Zoning Commission and called <br />for a public hearing at the next regular Council meeting. <br />Mayor Malone announced that the next order of business would be consideration of <br />recommendations made by the Traffic Commission. <br />Mayor Malone advised that the Commission had recommended right turn only lanes on <br />7th N. W. and Graham, and 7th Street N. W. and Bonham Street. After discussion, <br />a motion was made by Councilman Williams, seconded by Councilman Wortham authoriz- <br />ing the preparation of an Ordinance encompassing the recommendations of the Traffic <br />Commission. The motion carried 7 ayes, 0 nays. <br />Mayor Malone advised that the Traffic Commission had recommended a No Parking Zone <br />on 7th N. W. between Graham and Bonham Street. A motion was made by Councilman <br />Williams, seconded by Councilman Kyle authorizing preparation of an Ordinance <br />encompassing the recommendation of the Traffic Commission. The motion carried <br />7 ayes, 0 nays. <br />Mayor Malone called for a report of the Committee appointed to study the Infiltra- <br />tion /Inflow Project. Councilman Francis, Chairman of the Committee, advised that <br />the decision must be made concerning the scope of the project and a decision con- <br />cerning a bond issue. Mr. Reaves Hayter, Hayter Engineering, appeared before the <br />Council and discussed the project. Mr. Hayter had furnished the Council with maps <br />outlining the project. After discussion, a motion was made by Councilman Kohls, <br />seconded by Councilman Williams to call a special meeting for January 19th, 1981 <br />
