265 <br />City Manager Sokoll advised the Council that the Traffic Commission had recommended <br />that 30 minute parking in the three parking spaces in the 100 Block of 1st Street <br />S. E. and three east parking spaces in the 10th Block of E. Kaufman Street. After <br />discussion, a motion was made by Councilman Wortham, seconded by Councilman Kohls <br />authorizing the preparation of an Ordinance encompassing the recommendations of <br />the Traffic Commission. The motion carried 7 ayes, 0 nays. <br />Mayor Burnett declared the public hearing open for the purpose of assessing <br />property owners for street improvement on Highway 24 South. City Attorney Haynes <br />requested Richard Babbs, Interim Engineer for the City, to appear before the <br />Council. Mr. Babb explained the improvements that were made and stated that <br />he felt that the value of the properties were enhanced as much as or more than <br />the amount of the assessment. Mr. Weldon Houchins owner of a lot or lots being <br />assessed appeared before the Council questioning the legality of street assess- <br />ments. Mr. Don Wilson appeared before the Council questioning the cost per <br />linear foot of the curb and gutter as contracted for by the State and paid for <br />by the City. Mr. Barney Bray.appeared before the Council expressing his concern <br />about the cost. City Attorney Haynes then advised the Council that all legal <br />requirements have been carried out in accordance with state law. City Manager <br />Sokoll also advised the Council that he felt that the value of the property had <br />been enhanced at least as much as or more than the amount assessed the property <br />owners. <br />Mayor Burnett declared the public hearing closed and <br />ORDINANCE NO. 2583 <br />AN ORDINANCE CLOSING THE HEARING GIVEN TO THE REAL AND TRUE OWNERS OF THE PROPERTY <br />ABUTTING UPON A CERTAIN STREET AND HIGHWAY IN THE CITY OF PARIS, TEXAS WITHIN <br />THE LIMITS HEREINAFTER DEFINED, AS TO SPECIAL BENEFITS TO ACCRUE TO SAID PROPERTY <br />AND THE REAL AND TRUE OWNERS THEREOF BY VIRTUE OF IMPROVEMENT OF SAID STREET <br />AND HIGHWAY WITHIN SAID LIMITS, AND AS TO ANY ERRORS, INVALIDITIES OR IRREGULARITIES <br />IN ANY OF THE PROCEEDINGS OR CONTRACT THEREFOR; OVERRULING AND DENYING ALL PROTESTS <br />AND OBJECTIONS OFFERED; FINDING ANY DETERMINING THAT EACH AND EVERY PARCEL OF <br />PROPERTY ABUTTING UPON SAID STREET AND HIGHWAY WITHIN THE LIMITS DEFINED WILL <br />BE SPECIALLY BENEFITED AND ENHANCED IN VALUE IN EXCESS OF THE AMOUNT OF THE COSTS <br />OF SAID IMPROVEMENTS PROPOSED TO BE AND AS ASSESSED AGAINST SAID PROPERTY AND <br />THE REAL AND TRUE OWNERS THEREOF, AND LEVYING AN ASSESSMENT FOR THE PAYMENT OF <br />A PORTION OF THE COSTS OF IMPROVING SAID STREET AND HIGHWAY WITHIN SAID LIMITS <br />DEFINED, FIXING A CHARGE AND LIEN AGAINST SAID PROPERTY AND THE REAL AND TRUE <br />OWNERS THEREOF, FIXING THE MANNER AND TIME OF PAYMENT THEREOF, AND PROVIDING <br />FOR THE MANNER AND METHOD OF SAID PAYMENT. <br />was presented. A motion was made by Councilman Williams, seconded by Councilman <br />Wortham for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. <br />City Manager Sokoll advised and gave a glossary of the "Main Street Program ". <br />Mr. Dwight Woolston, President of the Downtown Development Association, and Mrs. <br />Don Wilson a member of the Association appeared before the Council requesting <br />the endorsement of a program by the City Council. A motion was made by Council- <br />man Graham, seconded by Councilman Williams endorsing the main street program <br />being sponsored by the Downtown Development Association. The motion carried <br />7 ayes, 0 nays. <br />
