272 <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />July 27, 1981 <br />The special meeting of the City Council of the City of Paris was held Monday, <br />July 27, 1981 at 7:00 P. M. Mayor Burnett called the meeting to order with the <br />following Councilmen present: W. C. Francis, Walter F. Williams, Travis Wortham, <br />Kenneth E. Kohls, Joe Graham, and Larry McGee. Also present were City Manager, <br />R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Mayor Burnett announced that the purpose of the special hearing was one called <br />for by state law calling for a public hearing on the tax rate increase. City <br />Manager Sokoll advised the Council and the audience of the legal requirements <br />of the City in setting a tax rate. The Manager advised that the 1980 tax rate <br />was 39� per $100.00 valuation, that the 1981 proposed rate was 54t including <br />51.5 for the General Fund and 2.5� for the Sinking Fund to pay debt service. <br />Discussion was had by the City Council concerning the 1981 -82 budget and <br />appropriations. <br />Mayor Burnett declared the public hearing open on the proposed tax rate for the <br />1981 tax year and invited participation from the audience. <br />Father Glenn Jenson owning property at 339 8th N. E. appeared before the Council <br />stating his concern for the increase tax rate. Mr. Willie Wortham owning <br />property at 335 Sherman Street appeared before the Council stating his concern <br />for the increase tax rate. Mr. Jesse McGee, 1275 N. E. 22nd appeared before <br />the Council stating his concern for the tax rate and recommended certain <br />reductions including the Parks Department in the 1981 -82 budget. Mr. Bud <br />Carlock appeared before the Council stating his concern of the 1981 -82 tax <br />rate. Mr. Bob McCarley appeared before the Council stating his concern for <br />the tax rate increase and effect on commercial property as well as residential. <br />Mr. Don Wilson, Terry Shannon, Wayne Prater, and 0. L. Rainey and Mr. James <br />Preston all appeared before the Council concerning the 1981 tax rate. <br />The Mayor advised that the 1981 tax rate would be set by Ordinance at the <br />Council's regular Council meeting on August 10, 1981 7:00 P.
