MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />September 2, 1981 <br />28 <br />The special joint meeting of the City Council and the Lamar County Commissioner's <br />Court was held Wednesday, September 1, 1981, at 5:15 P. M., Lamar County Court <br />room. Mayor Burnett called the meeting to order with the following councilmen <br />present: W. C. Francis, Walter F. Williams, Travis Wortham, Joe Graham, and <br />Larry McGee. Also present were City Manager, R. W. Sokoll, City Attorney, <br />T. K. Haynes, and City Clerk, H. C. Greene, as well as the County Judge and <br />four Commissioners. <br />Mayor Burnett announced that the special meeting was called for the purpose of <br />discussing a contract with Lamar County Commissioner's Court for Ambulance Service <br />for the year that had been proposed to begin September 1, 1981 and which has been <br />rejected by the County. <br />County Judge Brady Fisher, also called the Commissioner's Court to order consisting <br />of the four County Commissioner's. <br />County Judge Brady Fisher requested the City to consider a two months contract <br />while the Lamar County Commissioner's Court were seeking bids for Ambulance Service <br />for the County. <br />Dr. C. L. Clifford appeared before the Council and Commissioner's Court recommend- <br />ing that a Board be established with authority to carry out policies for the <br />Emergency Medical Service. <br />Dr. Richard Bercher appeared before the group stating that the Lamar County <br />Medical Society Members "were upset over not having County Service for ill and <br />injured patients." Dr. Burcher also recommended that a Board be appointed <br />and an immediate plan to provide continued service for all citizens of the <br />County. <br />Dr. Clarence Temple appeared before the group expressing his concern for the need <br />of the citizens of the County and the urgent need for the group to settle any <br />differences particular at this time wiz th Labor Day Weekend approaching. <br />Councilman Kohls entered the Court Room and jointed the group. <br />After further discussion, Mayor Burnett advised that the City Council would <br />recess to City Hall and go into executive session, and meet with the <br />Commissioner's Court later in the evening at approximately 8:00 P. M. <br />At 6:00 P. M., this date, the Council reconvened their meeting at the conference <br />room, City Hall with all members present. <br />Mayor Burnett announced that the Council would go into executive session and the <br />regular session was declared closed, and the executive session open. <br />Discussion was had concerning the Emergency Medical Service contract with Lamar <br />County. <br />The executive session was declared closed and the regular session open <br />Councilman Williams asked to be excused, and left the meeting. <br />
