After further discussion, a mf)tion was made by Councilman Wortham, seconded by
Councilman Francis that the County be offered a contract on an annual basis
with the City paying 60% of the cost and the County paying 40% of the cost
with all other terms of the contract being the same as the one in effect on
August 31, 1981. The motion carried 5 ayes, 1 nay, Councilman Kohls voting nay.
Mayor Burnett declared the Council recessed until 8:00 P. M. at which time it
would meet in the Council room. note: (The Lamar County Court was in session
until 8:30 P. M. at which time they entered the Council chambers).^
Mayor Burnett declared the Council in session again with all members present except —
Councilman Williams. All members of the Commissioner's Court were present.
Mayor Burnett made the following statement:
The Council has voted 5 -1, with Councilman Williams absent, to continue to offer
Emergency Ambulance Service for a contract period of one year under the terms
and conditions of the contract the City has previously proposed. We offer to
meet with the Commissioner's Court and all interested citizens in a series of
open meetings to examine the present operation and any suggestions for improvement.
We continue to feel that we offer an excellent, efficient service at a reasonable
cost to rural residents.
The Council feels that the 60 -40 split is the best compromise that can be offered
at this time. We ask the Commissioner's Court to enter into the proposed agreement
immediately and then both governments and the public will have one year to seek
other possible alternatives.
Discussion was had between the Commissioner's Court and the City Council.
Mr. Michael Malone, ex -mayor of the City of Paris, appeared before the Council
urging the Commissioner's Court to adopt the contract offered by the City without delay.
Lamar County Commissioner Childers made a motion to accept the contract as offered
by the City on an annual basis, and the motion was seconded by Commissioner Wheeler
County Judge, Bardy Fisher called for a vote which showed three ayes, 2 nays, Judge
Fisher, and Commissioner Sparks voting nay.
