MINUTES OF THE REGULAR MEETING OF THE CITY OF PARIS <br />September 14, 1981 <br />291 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />September 14, 1981, 7:00 P. M. Mayor Burnett called the meeting to order with <br />the following Councilmen present: W. C. Francis, Walter F. Williams, Travis Wortham, <br />Joe Graham, Larry McGee, and Ken Kohls. Also present were City Manager, R. W. <br />Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by the Rev. Paul Hadley, Episcopal Church of the Holy Cross. <br />Mayor Burnett ask if there were any corrections to the minutes of previous meetings., <br />furnished to the Council members. There being no corrections, the minutes were <br />approved. <br />City Attorney Haynes presented the following petitions for re- zoning: Jess Hall, <br />Lot 1 -A, Block 2, Fitzhugh Addition, from Neighborhood Service District to a <br />General Retail District; James Farris, Lot 18, City Block 235 -A from a Commercial <br />District to Light Industrial District; Helen Teague, Lot 29, Block 83 from <br />Commercial District to SF -3 Specific Use Mobile Home District; Kenneth McGuire, <br />Lot 11, City Block 222A from General Retail to Commercial District; Clyde Gray, <br />Lot 27, Block 4, Gibbons Park Addition, from Two Family Dwelling District to <br />Commercial District; Jess Bridges, Lot 4, City Block 220A from Two Family <br />Dwelling District to Office District. Mayor Burnett referred the petitions to <br />the Planning and Zoning Commission for their study and recommendations, and <br />called for a public hearing at the next regular Council meeting. <br />Mayor Burnett called for a report from the Committee appointed to study a request <br />from residents on 31st Street N. E. for paving, and Water and Sewer Utilities. <br />Councilman Williams, Chairman of the Committee stated that the Committee had <br />met and requested one additional meeting before report to the City Council. <br />Mayor Burnett called for a report from the Committee appointed to study a sale <br />of City owned land specifically the property around the West Side Fire Station, <br />a vacant lot at 648 E. Tudor Street, and property around the Cattlemen's Live- <br />stock Commission on Clement Road. Councilman Williams stated that the Committee <br />had met and recommended that the property be offered for sale. A motion was <br />made by Councilman Graham, seconded by Councilman Wortham authorizing the legal <br />andproper procedures to commence for the sale of the Property. The motion carried <br />7 ayes, 0 nays. <br />Mayor Burnett called for a report from the Committee appointed to study the <br />Advance Life Support System. Mayor Burnett recognized the presence of Lamar <br />County Court Commissioners Buster, Wheeler, and Childers. Councilman McGee <br />advised that the Committee had met, that the cost for the Advance Life support <br />System had been estimated at $18,000.00 for the first year and an estimate <br />of $11,000.00 on -going expenses, and that the COG had offered equipment amounting <br />to approximately $38,000.00 with funds from the City being $2,100.00. Director of <br />EMS, Kent Klinkerman, appeared before the Council and discussed the Advance Life <br />Support System. Commissioner Childers spoke to the Council advising "that the <br />System might go broke trying to save money" and further commented that the present <br />might be bad timeing to go into the system. After further discussion, a motion <br />was made by Councilman Kohls, seconded by Councilman McGee not to accept the <br />,.� grant and the purchase of the equipment from the Ark -Tex Council of Government. <br />Before the vote was called Mr. Mike Hutchins appeared before the Council stating <br />that he would support the Paramedic Service. Mayor Burnett called for the vote <br />which showed 3 ayes, 4 nays and the motion not to purchase the equipment failed. <br />
