A. <br />Lq <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />December 1, 1981 <br />The special meeting of the City Council of the City of Paris was held Tuesday, <br />December 1, 1981, 5:30 P. M. Mayor Burnett called the meeting to order with <br />the following Councilmen present: W. C. Francis, Walter F. Williams, Joe <br />Graham, Larry McGee, and Ken Kohls. Also present were City Manager R. W. <br />Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Mayor Burnett announced that the special meeting was called for the purpose <br />of receiving bid tabulations for filter bottoms, support media and filter <br />media for the Water Treatment Plant and called for the tabulation of those <br />bids, and the following tabulation was presented: <br />Filter Bottoms <br />L & W Utilities Equipment Company, Dallas, Texas $20,959.00 <br />Roberts Filter Company, Darby, Pa. 32,400.00 <br />Support Media <br />Unifelt Corporation, Zelienople, Pa. 50,542.00 <br />L & W Utilities Equipment Company, Dallas, Texas 52,886.00 <br />A motion was made by Councilman McGee, seconded by Councilman Graham to award <br />the low bid of L. &. W. Utilities Equipment Company for filter bottoms in the <br />amount of $20,959.00, and to the Unifelt Corporation for Support Media and <br />Filter Media in the amount of $50,542.00. The motion carried 6 ayes, 0 nays <br />Discussion was had concerning the purchasing of underwater rescue equipment for <br />the Fire Department. Fire Chief Burgin appeared before the Council stating that <br />if the equipment was authorized that it not be paid for from his current budget. <br />After discussion, a motion was made by Councilman Graham, seconded by Councilman <br />McGee authorizing the advertising of bids for the underwater rescue equipment, <br />and declaring an emergency as provided by City Charter for payment from the <br />contingent appropriation account. The motion carried 5 ayes, 1 nay, Councilman <br />Kohls voting nay. <br />Mayor Burnett announced that the Council would go into executive session, and <br />the regular session was declared closed, and the executive session open. <br />Councilman Wortham entered the Council chamber and assumed his chair at the <br />Council table. <br />Councilman Francis presented the following report of the Water and Sewer Committee <br />concerning the Infiltration /Inflow Project: <br />"The Water and Sewer Committee, after much deliberation has arrived at the <br />conclusion that the best interest of the City of Paris is served by the <br />rejection of Federal Funds for the rehabilation of our sewer collector lines <br />and Sewer Treatment Plant for the following reasons: <br />(1) The continuing inflation and high cost of money makes it impractical <br />for the City of Paris to embark -on a massive sewer project'at this <br />time. <br />(2) The uncertainty of the availability of Federal Funds for construction, <br />further compounds the problem. <br />
