MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />December 10, 1981 <br />The special meeting of the City Council of the City of Paris was held Thursday <br />December 10, 1981, 5:30 P. M. Mayor Burnett called the meeting to order with <br />the following Councilmen present: -W. C. Francis, Walter F. Williams, Larry <br />McGee, Ken Kohls, Travis Wortham. Also present,were City Manager R. W. <br />Sokoll, and City Clerk, H. C. Greene. <br />Mayor Burnett advised the Council that the meeting was called at his personal <br />request to advise the Council of the meeting with the Department of Water <br />Resource's Personnel by the Mayor, Councilman Francis, City Manager, Sokoll, <br />City Engineer, Rick Conner, and Lab. Tech, King concerning the Sewer Facility <br />Improvement in the Infiltration /Inflow Sewer Project, and to consider phasing <br />down the proposed Sewer Facility Improvements and review alternative proposals. <br />City Manager Sokoll reviewed the meeting with the Department of Water Resources <br />in Austin, and with the Health Department Officials stating that if the City <br />cancelled the Infiltration /Inflow Grant Project, the City must be prepared <br />to submit a plan to bring the Sewer system into compliance with the discharge <br />permit within fourteen days. <br />City Engineer, Rick Conner, appeared before the Council and explained two <br />alternates concerning the Infiltration /Inflow grant Project with the City <br />of Paris personnel preparing the plans and specifications now being performed <br />by Consulting Engineers. <br />Mr. Travis King, representing the Chamber of Commerce Industrial Committee, <br />appeared before the Council stating that the Committee was vitally interested <br />in the sewer program and would offer the Council any assistance necessary. <br />Mr. Reaves Hayter, Hayter Engineering Inc., appeared before the Council and <br />answered questions concerning the program, the Sewer Treatment Plant, the <br />Sewer Treatment Plant Operations, and advised the Council of his firms <br />qualifications in a sanitary sewer operations. Councilman Francis stated that <br />he would advise that the I & I Grant Program be cancelled, and that the City <br />place it within its five year program. Councilman Kohls urged the Council <br />to reconsider cancelling the program, and remain in the plan with Hayter <br />Engineering furnishing the consulting work. <br />Mr. David Glass appeared before the Council advising the Council not to finalize <br />this night the program concerning the Infiltration /Inflow Grant Project, but to <br />put a hold on the Resolution already passed for further study and definate plan <br />and decisions made. <br />A motion was made by Councilman Francis, seconded by Councilman Williams to <br />adjourn the meeting. The vote was called for which showed 4 ayes, 2 nays, <br />Councilman Kohls and Mayor Burnett voting nay. <br />There being not further business, the meeting adjourned. <br />ATTEST: <br />H. C.
