MINUTES OF THE REGULAR MEETING OF THE CITY OF PARIS <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />December 14, 1981, 7:00 P. M. Mayor Burnett called the meeting to order with <br />the following Councilmen presnet: W. C. Francis, Walter F. Williams, Travis <br />�-- Wortham, Larry McGee, Ken Kohls, Joe Graham. Also present were City Manager, <br />R. W. Sokoll, City Attorney, T. K. Haynes, and C; ty.Clerk:, H. C. Greene. <br />Prayer was offered by the Police Chief, Charles Whitley. <br />Mayor Burnett asked if there were any corrections to the minutes of previous <br />meetings, furnished to the Council members. There .being no corrections, the <br />minutes were approved. <br />Mayor Burnett announced that the first order of business would be consideration <br />of the Sewer Improvement Project. A motion was made by Councilman Williams, <br />seconded by Councilman Graham to table the item. The motion carried 7 ayes, <br />0 nays. <br />Mayor Burnett announced that the next order of business would be consideration <br />of recommendations made by the Planning and Zoning Commission. <br />Director of Community Development, Joe, McCollum, appeared before the Council <br />and answered questions concerning the Master Plan. Councilman Williams <br />recommended the inclusion of the Parking Plan in the Master Plan. After <br />discussion, a motion was made by Councilman Graham, seconded by Councilman <br />Kohls to approve the Master Plan Update. A motion was made by Councilman <br />Williams, seconded by Councilman Francis to make the Downtown Study performed <br />by J. T. Dunkin in 1981 be made a part of the Master Plan. Mayor Burnett called <br />for a vote on the amendment by Councilman Williams which showed 7 ayes, 0 nays. <br />Mayor Burnett called for a vote on the original motion to approve the Master <br />Plan which showed 7 ayes, 0 nays. <br />N.. <br />City Attorney Haynes presented the following petitions for re- zoning: Fred <br />Blassingame & John Cunningham, Lot 13, City Block 309 & Lot 12, City Block 154A, <br />from Heavy Industrial District to One Family Dwelling District SF -2 District; <br />Rodney Sather, Lots 11, 12A, 12B, 12C, & 12E, City Block 309 from Heavy Industrial <br />District to One Family Dwelling No. 2 District; Allen Price, Part of Lot 23 & 24, <br />City Block 2, Martin Block Addition from Two Family Dwelling District to Commercial <br />District; B. Frank Dooley & E. E. Barbee, et al, Lots 16, & 17, City Block 250 from <br />SF -2 to Commercial District; Wayne Brown, Lot 16, City Block 294 from Single Family <br />District to Multi- Family District; Bobby J. Stillwell, Lots 21, 22, & 23, City <br />Block 2, Talkington -Hodge Addition from Two Family Dwelling District to Commercial. <br />Mayor Burnett referred the petitions to the Planning and Zoning Commission for <br />their study and recommendations, and called for a public hearing at the next <br />regular Council meeting. <br />Mayor Burnett called for a report from the Committee appointed to study the <br />proposed sale of land at Lake Gibbons. Councilman Graham, Chairman of the <br />Committee stated that it was the Committees recommendation that the City <br />accept bids, but retain the mineral rights to the property. A motion was made <br />by Councilman Graham, seconded by Councilman Williams to approve the report of <br />the Committee. The motion carried 7 ayes, 0 nays. <br />
