Mr. Richard Babb, Consulting Engineer, appeared before the Council and presented plans and specifications on the drainage project on Buttermilk Creek north of Clarksville Street.The estimated preliminary construction cost is $669,000.00. City Manager Sokoll advised that construction costs were not included in the present budget. After discussion, Mayor Burnett appointed a Committee composed of Councilman Kohls, Councilman Wortham, and Councilman McGee to study the project. City Manager Sokoll advised the Council that the request of Mr. Leslie Route for a building permit to construct a house in the 2500 Block of Culbertson Street which is in the Council designated moratorium area on building permits had been withdrawn. City Manager Sokoll presented a request of Leon Walker for sewer service for a 96 lot mobile home subdivision to be located 2.3 miles from the Paris West City Limits on Highway 82, on the east side of Toco. After discussion, a motion was made by Councilman Kohls, seconded by Councilman Graham to deny the request. The motion carried 6 ayes, 0 nays, Councilman Francis abstaining. City Manager Sokoll presented a request from Norman Montgomery for out -of -town water service on Highway 82 -west, and stated that Mr. Montgomery had requested annexation. A motion was made by Councilman Francis, seconded by Councilman McGee to approve the request for water service and to proceed with the annexation procedure. The motion carried 7 ayes, 0 nays. Mayor Burnett called for the tabulations of bids for for four new police patrol cars, and the following bids were presented: Lowry Chevorlet $26,460.00 McDougall Olds 28,082.40 Booth Motors 28,869.24 Glass Motors 33,540.04 Kosterman Motors (offered no trade) 35,000.00 A motion was made by Councilman Graham, seconded by Councilman McGee for award of the bid to the Lowry Chevrolet Company in the amount of $26,460.00. The Motion carried 6 ayes, 0 nays, Councilman Kohls abstaining. Mayor Burnett called for the tabulation of bids for the sale of three parcels of land, and the following bids were presented: Tract #1 - 5.9 Acres on Clement Road, Cattlemen's Livestock Commission $ 5,100.00 A motion was made by Councilman Williams, seconded by Councilman McGee accepting the bid. The motion carried 6 ayes 1 nay, Councilman Wortham voting nay. Tract #2 - Lot 3A on West Kaufman and 21st S. W. John Wright Glenn Watson George Preston Nathan Bell $ 6,803.00 7,010.00 7,600.00 6,888.00 A motion was made by Councilman Williams, seconded by Councilman McGee to award the bid to George Preston. The motion carried 7 ayes, 0 nays. Tract #3 - Lot 6, on Tudor Street Robert A. McDougal. $ 600.00 A motion was made by Councilman Williams, seconded by Councilman McGee to award the bid to Robert A. McDougal in the amount of $600.00. The motion carried 7 ayes, 0 nays. Resolution No 2132 authorizing the Mayor to execute deeds on behalf of the City of Paris to convey surface only the several tracts of land was presented. A motion was made by Councilman Williams, seconded by Councilman McGee for adoption of the Resolution. The motion carried 7 ayes, 0 nays.
