a F114 MIr <br />9 <br />AS <br />155 <br />MINUTES OF THE SPECIAL COUNCIL MEETING OF THE CITY COUNCIL <br />January 19, 1981 <br />The special meeting of the City Council of the City of Paris was held Monday, <br />January 19, 1981, 6:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: Travis Wortham, Billy J. Burnett, Kenneth E. Kohls, <br />W. C. Francis, Ronald Kyle, and Walter F. Williams. Also present were City Manager, <br />R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Mayor Malone announced that the first order of business would be a public hearing <br />on the rate change for the Lone Star Gas Company. <br />Mayor Malone declared.the public hearing open and called for proponents and /or <br />opponents to appear and none appeared. <br />Mayor Malone declared the public hearing closed. <br />Mr. Willard Townsend, Manager of Lone Star Gas Company, appeared before the <br />Council and answered questions concerning the rate leveling and change. After <br />discussion, a motion was made by Councilman Kohls, seconded by Councilman Burnett <br />authorizing preparation of an Ordinance adjusting the gas rate. City Manager Sokoll recommended the <br />scope of the project be extended to areas shown on the project map by red and <br />green lines and estimated the cost to be 5.2 million dollars as the City's <br />cost. <br />Mr. Robert G. Day, Vice President, Rauscher & Pierce Securities Corporation, <br />appeared before the Council and discussed the financing of the Infiltration/ <br />Inflow Project. Mr. Day recommended that the Step II of the Infiltration /Inflow <br />Project which involves preparation of plans and specifications for the project <br />be financed by combination certificates of obligation as interim financing for <br />approximate a two year period until other bonds could be issued. Mr. Day stated <br />he felt that certificates-of obligation could be issued for the two year period <br />with no rate increase. A motion was made by Councilman Francis, seconded by <br />Councilman Burnett authorizing Mr. Day and Rauscher & Pierce Corporation to <br />proceed with financial aspect of the project and expressed the Council's intent <br />to enter into an agreement with Mr. Day and Rauscher & Pierce for the financial <br />arrangement and proceedures. The motion carried 7 ayes, 0 nays. <br />
