MINUTES OF THE SPECIAL COUNCIL MEETING OF THE CITY COUNCIL <br />March 16, 1981 <br />The special meeting of the City Council of the City of Paris was held Monday, <br />March 16, 1981, 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: Travis Wortham, Walter F. Williams, W. C. Francis, <br />Billy J. Burnett, Ron Kyle, and Kenneth E. Kohls. Also present were City Manager, <br />R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Mayor Malone stated that the special meeting was held for the purpose of introducing <br />an Ordinance directing publication of Notice of Intention to Issue Certificate of <br />Oblication. where upon <br />ORDINANCE NO. 2561 <br />DIRECTING PUBLICATION OF NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLICATION <br />was presented. It was then moved by Councilman Burnett, seconded by Councilman <br />Williams that said Ordinance be passed, and after due discussion, said motion <br />carring with it the passage of said Ordinance, prevailed and carried by the <br />following vote: Ayes 5, Nays 2, Councilman Kyle and Councilman Kohls voting <br />nay. <br />Discussion was had on the placement of fences on private property, and City <br />Attorney Haynes recommended the adoption of an Ordinance prohibiting the <br />erection of fences exceeding forth inches in front yards. <br />ORDINANCE NO. 2562 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, <br />PROHIBITING THE ERECTION OF FENCES EXCEEDING FORTY (40) INCHES IN FRONT YEARS; <br />PROVIDING FOR A PENALTY NOT TO EXCEED $200.00; REPEALING ALL ORDINANCES OR PARTS <br />OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF APRIL <br />1, 1981. <br />was presented. A motion was made by Councilman Francis, seconded by Councilman <br />Burnett for adoption of the Ordinance. The motion carried 4 ayes, 3 nays, Council- <br />man Kohls, Councilman Kyle, and Mayor Malone voting nay. <br />City Manager Sokoll advised the Council that the State had eliminated funding of <br />the Health Department of one Secretarial position, and had notified local health <br />officials that it will stop funding of one Sanitarian position on June 5, 1981, and <br />that the local Health Department had begun paying the Secretarial position from <br />local funds, and no decision had been made on the status of the Sanitarian. City <br />Manager Sokoll advised that the Health Department would not be in any position to <br />fund the positions at the present local funding level. After discussion, a motion <br />was made by Councilman Kyle, seconded by Councilman Wortham to refer the matter <br />to the Board of Health for their study and recommendations to the Council and the <br />County Commissioners Court.
