MINUTES OF THE SPECIAL COUNCIL MEETING OF THE CITY COUNCIL <br />April 30, 1981 <br />The City Council of the City of Paris met in a special meeting Thursday, April <br />30, 1981 at 7:00 P. M. in the City Council Room, City Hall, Paris, Texas. Mayor <br />Pro -Tem, Billy Joe Burnett called the meeting to order with the following council <br />members present: W. C. Francis, Joe Graham, Ken Kohls, Larry McGee, Walter F. <br />Williams and Travis Wortham. Also present were City Manager R. W. Sokoll, City <br />Attorney, T. K. Haynes, and Acting City Clerk, Joe McCollum. <br />Mayor Pro -Tem Burnett announced the first order of business was to receive <br />and consider the proposed budget for the Paris -Lamar County Health Unit. <br />Dr. William De G.Hayden, member of the advisory Board, reviewed the proposed <br />budget and explained various items which totaled $95,432.00. He stated <br />emphasis had been placed on mosquito control and rehabilitation of the Health <br />Unit building. <br />City Attorney Haynes advised that it would be appropriate to accept and approve <br />the proposed budget at this time, if the Council desired. The Lamar County <br />Commissioners Court also have to approve the budget and they should know the <br />Council's position on the matter. <br />Following discussion, a mc�ion was made by Councilman Williams, seconded by <br />Councilman Graham to approve the proposed budget. The motion carried 7 ayes, <br />0 nays. <br />Mayor Pro -Tem Burnett stated the Council would next hear from Robert Glass <br />concerning the Pine Creek Project. <br />Mr. Glass explained the need to open approximately 6,0000 linear feet of <br />channel near the waste water treatment plant to re- direct water runoff. He <br />said no difinite channel exists at present in this area and the Lamar County <br />Water Control Improvement District No. 3 needed $7,000.00 to finish the work <br />presently underway. <br />City Attorney Haynes reviewed the Environmental Impact statement on the project <br />which indicated that the City sewage system had contributed to the problem <br />which the District was trying to correct and stated the expenditure would be <br />appropriate. <br />Following discussion Councilman McGee made a motion that the City support the <br />project by contributing $7,000.00 to the Lamar County Water Control Improvement <br />District No. 3. Councilman Graham seconded the motion which carried 7 ayes, <br />o nays. <br />There being no further business, the meeting adjourned. <br />ATTEST: <br />JOE N.
