747 <br />MIMUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />January 14, 1980 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />January 14, 1980 at 7:00 P. M. Mayor Malone called the meeting to order with <br />the following Councilmen present: George Fisher, Jr., Walter F. Williams, Billy <br />Joe Burnett, James W. Farris, Ronald Kyle, and W. C. Francis. Also present <br />were City Manager, Robert 14. Sokoll, City Attorney, T. K. Haynes, and City <br />Clerk, H. C. Greene. <br />Prayer was offered by Rev. C. D. Hilburn. <br />flayor Malone asked if there were any corrections to the minutes of previous <br />meetings furnished to the Council members. There being none, the minutes <br />were approved. <br />Mayor Malone announced that the first order of business would be consideration <br />of recommendations made by the Planning & Zoning Commission. <br />Mayor Malone declared the public hearing open on the petition of Max F. Lee for <br />a change in zoning from a General Retail District to a General Retail District <br />and Specific Use Permit W Day Care Center on Lot 3, City Block 103, located at <br />1040 Lamar Ave. <br />Mayor Malone called for proponents to appear and Mr. Jim Harris appeared in <br />behalf of the petitioners. <br />Mayor Malone called for opponents to appear and none appeared and the public <br />hearing was declared closed. <br />Mayor Malone announced that action on the petition would be delayed and presented <br />at a later time in this meeting. <br />The final plat of Town North Estates No. 3 was presented by the City Manager for <br />final approval. City Manager Sokoll advised the Council that the Planning and <br />Zoning Commission had recommended that the final plat be approved; however, he <br />advised that some drainage problems existed outside the Town North Estates <br />Addition in which the property of Town North Estates drained. Mr. Jack Denman <br />Sub - Divider of Town North Estates appeared before the Council stating that he Aad <br />done everything asked of him by the Director of Public Works and City Engineer <br />and felt that the drainage problems just out side his sub - division was not.his <br />and should not be a cause for delaying final approval of his plat. <br />Mr. C. L. Talker representing owners of adjacent property of Town North Estates <br />appeared before the Council and stated that he does not want to see drainage <br />over looked and would like a commitment from either the C ty or To:rri North Estates <br />owners for handling of the drainage. Mr. Walker stated that he would like the <br />City to be aware that the drainage ditch has different property owners on each <br />side. <br />_J1r. Joe McCollum, Director of Community Development appeared before the Council <br />ind discussed the drainage requirement of the subdivisions regulations.. <br />
