i <br />Mayor Malone called for a report from the Water - Sewer Rate Committee. Chairman <br />Francis stated that although the Water and Sewer Rate Committee had not met to <br />consider the recommendations, he recommended that the water and sewer revenue be <br />increased 28% for consumption of up to and including 2500 CF, and increases above <br />that point from 36 -54 %. Councilman Bufford stated that he was not totally in <br />agreement with the rate and would perfer more time to study. The other member of <br />the Water and Sewer Rate Committee, Councilman Kyle stated that he was not in <br />agreement with the proposal. Councilman Francis stated that further study would <br />be made and a firm recommendation made at a future council meeting. <br />A motion was made by Councilman Burnett, seconded by Councilman Kyle to take <br />from the table the request of James D. Kaufman for a placement of a mobile <br />home as a fixed dwelling on Lot 2, City Block 134, in the 600 Block of West <br />Sherman Street. The motion carried 7 ayes, 0 nays. <br />Director of Community Development, Joe McCollum appeared before the Council and <br />presented a survey of the neighborhood showing 10 objections to the mobile home <br />being placed, 8 having no objections, and 1 no opinion. <br />After discussion, a motion was made by Councilman Burnett, seconded by Councilman <br />Kohls to deny the request for the placement of the mobile home. The motion carried <br />6 ayes, 1 nay, Councilman Kyle voting nay. <br />Mayor Malone announced the next order of business would be consideration of <br />an Ordinance establishing landfill fees at the Sanitary Landfill. Mr. Ed Sidel <br />appeared before the Council stating that he did not oppose the increase from 70t <br />tp $1.00 per cubic yard delivered to the landfill, but opposed the 75¢ per unit <br />charged to apartment owners. A survey of the audience showed six apartment owners <br />in attendance with Mr. Sidel. Discussion was had on the proposed Ordinance setting <br />new landfill fees. Mayor Malone made a proposal that the landfill fee for all <br />haulers including private haulers and citizens be increased to $1.50 per cubic <br />yard with no charge to apartments of 75t per unit per month as had been proposed. <br />Mr. Nathan Bell appeared before the Council stating that he was in agreement with <br />the idea. Mr. Sidel appeared before the Council stating that he was in agreement <br />with the idea. A motion was made by Councilman Kohls, seconded by Councilman <br />Burnett that $1.00 charge be place on the Water Bill for sanitary landfill charges <br />on single family residence and duplexes and that a $1.50 per cubic yard be charged <br />at gate for haulers. Before the Mayor called for a vote, the Mayor requested read- <br />ing of the Ordinances. <br />ORDINANCE NO. 2504 <br />AND ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF <br />ORDINANCE, CITY OF PARIS, BE AMENDED BY ADDING ARTICLE IV, WHICH WILL INCLUDE <br />SECTIONS 14 -50 AND 14 -51, TO CHAPTER 14; PROVIDING FOR THE ESTABLISHMENT OF A <br />LANDFILL FEE; PROVIDING FOR A PENALTY NOT TO EXCEED $200.00; REPEALING ALL <br />ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR <br />AN EFFECTIVE DATE OF JULY 1, 1980. <br />was presented. A motion was made by Councilman Kohls, seconded by Councilman <br />Burnett, for adoption of the Ordinance, and carried 6 ayes, 1 nay, Councilman <br />Kyle voting nay. <br />
