,:�rr':fj1 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />June 9, 1980 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />June 9, 1980 at 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: Travis Wortha[W, Addie J. Bufford, Billy J. Burnett, <br />Kenneth E. Kohls, W. C. Francis, and Ronald Kyle. Also present were City Manager, <br />R. W. Sokoll, City Attorney, T. -K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by the Rev. Carnow. <br />Mayor Malone asked if there were any corrections to the minutes of previous <br />meetings furnished to the Council members. There being none, the minutes were <br />approved. <br />Mayor Malone announced that the first order of business would be consideration of <br />recommendations made by the Planning and Zoning Commission. <br />City Manager Sokoll presented a re -plat of Lots 2 and 13, Block C. Dorchester <br />Place, and recommended its approval. A motion was made by Councilman Burnett, <br />seconded by Councilman Kyle for approval of the re -plat. The motion carried 7 <br />ayes, 0 nays. <br />City Attorney Haynes presented the following petitions for re- zoning: Jesse Hall, <br />832 E. Provie, City Block 61 from General Retail District and Two Family Dwelling <br />District to a General Retail and Specific Use Permit -Auto Laundry; John F. Powers <br />and Robert L. Powers, Lot 14, 15, Block 305 from Single Family -3 District to <br />Light Industrial District; Lowry L. Carrington, Lot 2, City Block 2488, from Office <br />District to Neighborhood Service District; Eastfield Development Company, Part of <br />Lot 14, Block 259 from Single Family -2 District to Commercial District. Mayor <br />r— <br />Malone referred.the petitions to the Planning and Zoning Commission for their study <br />and recommendations and called for a public hearing at the next regular Council <br />meeting. <br />Mayor Malone announced that the next order of business would be consideration of <br />recommendations made by the Traffic Commission. The first being a recommendation <br />by the Traffic Commission that signal lights be place at 24th Street and Lamar, <br />and 31st Street and Lamar. Asst. Chief Police, James Barnett appeared before the <br />Council stating that the Traffic Commission recommended that Lamar and 31st Street <br />would have first priority and Lamar and 24th Street would have 2nd priority, and <br />that 24th Street was recommended for School Bus purposes and South bound traffic. <br />Roy Luttrell, Supervisor, Traffic and Public Lighting Department, appeared before <br />the Council recommending that a temporary signal be place at 31st and Lamar, the <br />temporary recommendation being made until traffic pattern could be established <br />to the new Aikin Elementary School on Pine Mill Road. After further discussion, <br />a motion was made by Councilman Burnett, seconded by Councilman Kyle to follow <br />the recommendation of Roy Luttrell and authorize the preparation of an Ordinance. <br />The motion carried 7 ayes, 0 nays. <br />Mayor Malone invited the Council's attention to the recommendation of the Traffic <br />Commission for stop signs at 2nd N. W. at West Houston Street, and West Houston at <br />1st N. W., and Blake Road at Fitzhugh. A motion was made by Councilman Burnett, <br />seconded by Councilman Wortham authorizing the preparation of an Ordinance on the <br />three recommendations of the Traffic Commission. The motion carried 7 ayes, 0 nays. <br />
