=--sr q I . <br />1 ^ <br />_..J <br />t <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />June 11, 1980 <br />The special meeting of the City Council of the City of Paris was held Wednesday, <br />June 11, 1980 at 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: Travis Wortham, Addie J. Bufford, Billy J. Burnett, <br />Kenneth E. Kohls, W. C. Francis, and Ronald Kyle. Also present were City Manager, <br />R. W. Sokoll, City Attorney, T. K. Haynes and City Clerk, H. C. Greene. <br />Mayor Malone stated that the special meeting was held for the purpose of holding <br />a public hearing on the proposed budget for the fiscal year 1980 -81. <br />City Manager Sokoll reviewed the proposed budget with the Council. <br />Mayor Malone declared the public hearing open on the proposed budget for the <br />City of Paris for the fiscal year 1980 -81 beginning July 1, 1980. <br />Mr. Barney Bray and Gary Barrow appeared before the Council and expressed concern <br />over the landfill fee being charged to the haulers for the year beginning July 1, <br />1980. <br />Discussion was had with the City Attorney concerning his part -time status and con- <br />cerning the elimination of a secretary in the City Attorney's office. After con- <br />siderable discussion, a motion was made by Councilman Kyle, seconded by Councilman <br />Francis to re- instate the secretary in the City Attorney's office with no private <br />work to be done in City Hall by the secretary, that the City Attorney be considered <br />part -time, and that funds for the re- instatement of the secretary be provided by the <br />transfer of funds from the Engineering Department in the 1980 -81 salary and wages <br />section of that department. The motion carried 5 ayes, 2 nay, Councilman Kohls, <br />and Councilman Malone voting nay. <br />After further discussion of the budget, Mayor Malone declared the public hearing <br />closed. <br />ORDINANCE 2512 <br />AND ORDINANCE ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR BEGINNING JULY 1, <br />1980, AND ENDING JUNE 30, 1981, IN ACCORDANCE WITH THE CHARTER OF THE CITY OF <br />PARIS, APPROPRIATING THE VARIOUS AMOUNTS THEREOF AND REPEALING ALL ORDINANCES <br />OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. <br />was presented. A motion was made by Councilman Burnett, seconded by Councilman <br />Kyle for adoption of the Ordinance.
