5 4 <br />I <br />4 <br />MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL <br />June 30, 1980 <br />The special meeting of the City Council of the City of Paris was held Monday, <br />June 30, 1980 at 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: Travis Wortham, Addie J. Bufford, Billy J. Burnett, <br />Kenneth E. Kohls, W. C. Francis, and Ronald Kyle. Also present were City Manager, <br />R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Mayor Malone announced that the special meeting was held to receive and consider <br />reports of the Water and Sewer Rate Committee and requested Chairman Francis <br />for his report. <br />Councilman Francis Chairman of the Water and Sewer Rate Committee reported <br />that the split vote of the Committee recommended a 28% rate increase in water <br />and sewer with a 54% rate in water to the large bulk water users. Councilman <br />Francis advised that Councilman Bufford had voted for the report and the other <br />member of the Committee, Councilman Kyle had voted against the recommendation. <br />Councilman Kyle stated that he felt that the 54% increase to the large bulf <br />water users was to great at this time. <br />After considerable discussion, a motion was made by Councilman Burnett, seconded <br />by Councilman Bufford to accept the rate that the "dater and Sewer Rate Committee <br />had recommended and authorized preparation of an Ordinance and recommended that <br />the calling for a public hearing. The motion carried 5 ayes, 2 nays Councilman <br />Kohls, and Councilman Kyle voting nay. <br />Mayor Malone announced that the next order of business would be consideration <br />of Resolutions transferring appropriations between departments as authorized <br />by the City Charter. <br />Resolution No. 2037 authorizing the Director of Finance to transfer funds <br />between departments was presented. A motion was made by Councilman Kyle, <br />seconded by Councilman Kohls adopting the Resolution. The motion carried <br />7 ayes, 0 nays. <br />
