MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />'—' November 24, 1980 <br />The special meeting of the City Council of the City of Paris was held Monday, <br />November 24, 1980, 7:00 P. M. Mayor Malone called the meeting to order with <br />the following Councilman present: Travis Wortham, Billy J. Burnett, Kenneth <br />E. Kohls, W. C. Francis, Ronald Kyle, and Walter F. Williams. Also present <br />were City Manager, R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, <br />H. C. Greene. <br />Mayor Malone announced that the reason for the special Council meeting was the <br />introduction of Annexation Ordinance on a 74.5 acre tract of land located east <br />of Loop 286 N. E., between U. S. Highway 82 and Pine Mill Road, adjacent to <br />existing City Limits. Mayor Malone requested the City Attorney to read the <br />Annexation Ordinance. <br />ANNEXATION ORDINANCE <br />AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE . <br />CITY OF PARIS, PARIS, TEXAS, AND THE ANNEXATION OF CERTAIN TERRITORY CONSISTING <br />OF 74.5ACRES, MORE OR LESS, WHICH IS LESS THAN TEN PER CENT(10 %) OF THE TERRITORY <br />INCLUDED WITHIN ITS PRESENT CITY LIMITS, WHICH SAID TERRITORY LIES ADJACENT TO <br />AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF PARIS, PARIS, TEXAS <br />Mayor Malone called for a report from the Committee appointed to study utilities <br />on 31st Street N. E. for 6 property owners north of Pine Mill Road. Councilman <br />Williams, Chairman of the Committee, stated that the Committee's recommendation <br />was to provide 60 feet of water and sewer lines at no cost to the property owners <br />with the property owners paying for all lines over the 60 feet. <br />After discussion, a motion was made by Councilman Wortham, seconded by Councilman <br />Kohls to table the matter. Before the vote, Mr. Jarvis Davison appeared before <br />the Council stating that one senior citizen family was out of water, and that not <br />all the 6 property owners were in agreement on the water line extension. Mayor <br />Malone called for a vote on the motion to table which showed 4 ayes, 3 nays, <br />Councilman Williams, Councilman Burnett, and Councilman Kyle voting nay. <br />Mayor Malone gave the following report as Chairman of the Committee appointed to <br />study the radio and communication equipment maintenance. <br />The Radio Committee reports that two proposals for radio maintenance have been <br />received in October following the Council's invitation for proposals. After <br />meeting with representatives for the two firms, the staff, and Mr. Evans, and <br />discussing past maintenance standards,,present radio problems, and future <br />maintenance proposals, the committee finds and recommends as follows: <br />1. The Committee feels that the radio system is not presently meeting an <br />acceptable operating standard to insure efficiency of operation and the <br />safety of emergency personnel who depend upon the equipment.
