130 <br />2. The Committee feels that a maintenance contract arrangement is preferable <br />to maintenance on a time and materials basis. A contract provides incentive <br />for the firm to provide 24 hour -7 day week emergency coverage and also <br />encourages the contractor to stock the most commonly needed parts. <br />3. The Committee recommends that Airwaves Communications be awarded a contract <br />thru June 30 in the amount of $950.00 per month. We recommend that repairs <br />begin immediately on the police radio system in accordance with the estimate <br />submitted by Airwaves to bring these units up to acceptable standards to be <br />maintained by the maintenance contract agreement. Other recommendations <br />of improvements to the system should be implemented when practical. The <br />maintenance proposal by Airwaves includes all parts and labor on radio <br />equipment excluding microphone cords, vacuum tubes, antennas, and batteries. <br />Installations will be on a time and material basis. <br />4. The Committee finds that over the years, the city staff has failed to <br />exercise proper managerial control of radio maintenance. The committee <br />recommends that all repairs made should be documented by a service invoice <br />including the following information: make of radio, model of radio, serial <br />number, complaint, type of repair made, itemized, itemized parts lists, number <br />of hours for repair, and a statement of any frequency or modulation adjustments. <br />These records should be kept by the city for a minimum of two years. <br />Submitted by Michael Malone, Billy Joe Burnett, and Travis Wortham. Adopted <br />by the Council on a 6 - 1 vote with Councilman Kyle voting no. <br />Police Chief Whitley and Fire Chief Burgin appeared before the Council and discussed <br />past and present maintenance of communication equipmeht. <br />After discussion a motion was made by Councilman Kohls, seconded by Councilman <br />Williams to adopt the report as presented. The motion carried 6 ayes, 1 nay, <br />Councilman Kyle voting nay. <br />City Manager Sokoll discussed with the Council the appraisal contract with Lamar <br />County Tax Appraisal District for 1981 tax year, and recommended that the City <br />not enter into a contract for the 1981 tax year. The City Manager advised that <br />the Appraisal District did not have a staff and other personnel to properly execute <br />the appraising for the tax year 1981. After discussion, a motion was made by <br />Councilman Burnett, seconded by Councilman Williams to approve the recommendation <br />of the City Manager not to enter into a contract for the 1981 tax year with the <br />Lamar County Tax Apparisal District. The motion carried 7 ayes, 0 nays. <br />City Attorney Haynes recommended that the City employ a professional appraiser <br />to reappraise industrial property for the tax year 1981. <br />City Manager Sokoll presented the resignation of Colonel James Lynch as Civil <br />Preparedness Coordinator effective November 30, 1980. A motion was made by <br />Councilman Burnett, seconded by Councilman Kohls to accept the resignation of <br />Colonel Lynch. The motion carried 7 ayes, 0 nays. <br />Lenex Powell, 1012 1st Street N. E. appeared before the Council to complain of <br />a broken water line on 3rd Street N. E. north of Provine Street as well as conditions <br />of streets caused by water line repairs. <br />Mrs. James Owens, 936 2nd N. E. also appeared before the Council registering <br />complaints concerning Street repairs. <br />
