:137 <br />c <br />k <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />December 8, 1980 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />December 8, 1980 at 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: Travis Wortham, Ron Kyle, Billy J. Burnett, and <br />Walter F. Williams. Also present were City Manager R. W. Sokoll, City Attorney, <br />T. K. Haynes, and Acting City Clerk, Joe McCollum. <br />Prayer was offered by Rev. Ed. Blythe, Pastor of the First Methodist Church. <br />Mayor Malone asked if there were any corrections to the minutes of previous meetings <br />furnished to the Council members. There being none, the minutes were approved. <br />Mayor Malone announced the first order of business would be consideration of <br />recommendations made by the Planning and Zoning Commission. <br />Mayor Malone stated the public hearing would now continue for recommended zoning <br />on the 74.5 acre tract of land, under annexation proceedings, located east of <br />Loop 286 N. E. between U. S. Highway 82 and Pine Mill Road. <br />Glen Smallwood appeared before the Council stating he wanted his 10.2 acre tract <br />zoned Commercial instead of SF -2 as recommended by the Planning and Zoning <br />Commission. He cited existing commercial uses on the South side of U. S. <br />Highway 82 as part of his reasoning. He stated he had not appeared at the <br />Planning and Zoning Commission hearing on the matter. <br />Mark Jones also appeared before the Council and told the Council he presently has <br />a contractor's shop and storage yard on his property and requested it be zoned <br />Commercial. <br />Councilman Burnett stated he felt the Planning and Zoning Commission should hear <br />the Smallwood and Jones request and moved to refer the matter back to them on <br />January 5, 1981. Councilman Williams seconded the motion which carried 5 ayes, <br />0 nays. <br />Mayor Malone declared the public hearing open to consider proper zoning on Lots 6 <br />and 6 -A and Part of Lot 2, 4, and 5, City Block 315 located east of Loop 286 N. E. <br />between U. S. Highway 82 and Pine Mill Road. <br />Mayor Malone called for comment on the matter and Benny Lovell appeared stating <br />he requested General Retail zoning on property belonging to Jim UanTreese. He <br />said a motel was proposed for the property fronting on Highway 82. <br />No one else appeared on the matter. City Attorney Haynes recommended referring <br />this item back to the Planning and Zoning Commission as part of the property <br />involved in . the 74.5 acres under annexation proceedings and the two should <br />be considered together. <br />Councilman Burnett made a motion to continue the public hearing and refer the <br />matter back to the Planning and Zoning Commission for study. Councilman Wortham <br />seconded the motion which carried 5 ayes, 0 nays. <br />Councilman Kohls joined the meeting at this point. <br />
