777 <br />Mrs. Irene Martin appeared before the Council requesting authority to place <br />a mobile home as a fixed dwelling on Lot 2, City Block 134 of the six hundred <br />Block of West Sherman Street. Mrs. Martin stated that the property was <br />optionally sold to James 0. Coffman, the option being that a mobile home could <br />be placed on the lot. Mr. Joe McCollum, Director of Community Development <br />appeared before the Council stating that the City's policy requiring a petition <br />from property owners within two hundred feet of the Lot in question was signed <br />by fifteen out of nineteen, four owners refusing to sign. After much discussion, <br />a motion was made by Councilman Williams, seconded by Councilman Francis to <br />approve the request. The motion failed with Councilman Kyle, Councilman Williams, <br />and Councilman Francis voting aye, Councilman Burnett, Councilman Fisher, Council- <br />man Farris, and Mayor Malone voting nay. <br />City Manager Sokoll requested approval of a change order on the 34th Street <br />N. E. Drainage Project with Wise Sullivan Construction Company, Inc. to <br />concrete the south end of the channel in the cost of $7,750.00. A motion <br />was made by Councilman Williams, seconded by Councilman Francis approving the <br />request and change order. The motion carried 7 ayes, 0 nays. <br />Mayor Malone requested the Council's consideration of a Fair Housing Ordinance <br />previously authorized for preparation by the Council. <br />ORDINANCE NO. 2490 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, BE AMENDED BY ADDING AN ADDITIONAL CHAPTER <br />OR SECTIONS THERETO: PROHIBITING DISCRIMINATION IN THE SALE OR RENTAL OF <br />HOUSING; PROHIBITING DISCRIMINATION IN THE FINANCING OF HOUSING; PROHIBIT- <br />ING DISCRIMINATION IN THE PROVISION OF BROKERAGE SERVICES; PROVIDING FOR <br />CERTAIN EXEMPTIONS AND EXCLUSIONS; PROVIDING FOR THE POSITION OF FAIR <br />HOUSING ADMINISTRATOR; PROVIDING FOR THE RECEIPT, INVESTIGATION AND CON - <br />r-- CILIATION OF COMPLAINTS ALLEGING DISCRIMINATION IN HOUSING; AUTHORIZING <br />THE CITY ATTORNEY TO INSTITUTE LEGAL PROCEEDINGS; FORBIDDING INTIMIDATION; <br />PROVIDING FOR COOPERATION WITH THE SECRETARY OF HOUSING AND URBAN DEVELOP- <br />MENT; PROVIDING FOR EDUCATION AND PUBLIC INFORMATION; PROVIDING FOR A <br />PENALTY NOT TO EXCEED $200.00; REPEALING ALL ORDINANCES OR PARTS OF ORD- <br />INANCES IN CONFLICT HEREWITH; PROVIDING FOR A SEVERABILITY CLAUSE; AND <br />PROVIDING FOR AN EFFECTIVE DATE OF APRIL 1, 1980. <br />was presented. A motion was made by Councilman Williams, seconded by Council- <br />man Fisher for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. <br />Mayor Malone appointed Director of Community Development, Joe McCollum as <br />Administrator of the Fair Housing Ordinance and requested confirmation by the <br />Council. A motion was made by Councilman Fisher, seconded by Councilman Kyle <br />confirming the appointment of Mr. McCollum. The motion carried 7 ayes, 0 nays. <br />
