777 Mrs. Irene Martin appeared before the Council requesting authority to place a mobile home as a fixed dwelling on Lot 2, City Block 134 of the six hundred Block of West Sherman Street. Mrs. Martin stated that the property was optionally sold to James 0. Coffman, the option being that a mobile home could be placed on the lot. Mr. Joe McCollum, Director of Community Development appeared before the Council stating that the City's policy requiring a petition from property owners within two hundred feet of the Lot in question was signed by fifteen out of nineteen, four owners refusing to sign. After much discussion, a motion was made by Councilman Williams, seconded by Councilman Francis to approve the request. The motion failed with Councilman Kyle, Councilman Williams, and Councilman Francis voting aye, Councilman Burnett, Councilman Fisher, Council- man Farris, and Mayor Malone voting nay. City Manager Sokoll requested approval of a change order on the 34th Street N. E. Drainage Project with Wise Sullivan Construction Company, Inc. to concrete the south end of the channel in the cost of $7,750.00. A motion was made by Councilman Williams, seconded by Councilman Francis approving the request and change order. The motion carried 7 ayes, 0 nays. Mayor Malone requested the Council's consideration of a Fair Housing Ordinance previously authorized for preparation by the Council. A motion was made by Councilman Williams, seconded by Council- man Fisher for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. Mayor Malone appointed Director of Community Development, Joe McCollum as Administrator of the Fair Housing Ordinance and requested confirmation by the Council. A motion was made by Councilman Fisher, seconded by Councilman Kyle confirming the appointment of Mr. McCollum. The motion carried 7 ayes, 0 nays.
