14r. Richard Babb, Consulting Engineer for drainage projects for the City of <br />Paris appeared before the Council and presented a drainage plan for areas <br />encompassing 17th Street S. E. and made certain recommendations for immediate <br />construction, which was estimated by the Engineer to be in the amount of $115,000.00 <br />a motion was made by Councilman Farris, seconded by Councilman Williams authorizing <br />the Engineer to prepare a strip map, proceed with construction drawings and <br />advertise for bids. The motion carried 7 ayes, 0 nays. <br />Mayor Malone declared the public hearing open on the assessing of property for <br />street improvements on 7th N. E., Booth Alley, and Booth Place. Director of <br />Public Works, Darrell Gunn appeared before the Council and discussed construction <br />specifications and stated that the project had been completed and in compliance <br />with the specifications which included curb and gutter, driveways, 23' of paving. - <br />with an approximate length of 2,000 L. F. Mr. Gunn stated that in his opinion <br />the property had been enhanced as much as, or exceeded the amount of assessment. <br />City Manager Sokoll recommended the property be assessed according to the front <br />foot rule with the noted exceptions. <br />ORDIMANCE N0. 2433 <br />AN ORDINANCE CLOSING THE HEARING GIVEN TO THE REAL AND TRUE OWNERS OF PROPERTY <br />ABUTTING UPON CERTAIN STREETS IM THE CITY OF PARIS, TEXAS, WITHIN THE LIMITS <br />HEREINAFTER DEFINED, AS TO SPECIAL BENEFITS TO ACCRUE TO SAID PROPERTY AND THE <br />REAL AMD TRUE OWNERS THEREOF BY VIRTUE OF.INiPROVEAENT OF SAID STREETS WITHIN <br />SAID LIMITS, AND.AS TO ANY ERRORS, INVALIDITIES OR IRREGULARITIES IN ANY OF <br />THE PROCEEDINGS OR COATRACT THEREFOR; OVER- RULItNG AEID DENYING ALL PROTESTS <br />AND OBJECTIO {•NS OFFERED; FINDING AND DETER!,MINING THAT EACH AND EVERY PARCEL OF <br />PROPERTY ABUTTING UPON SAIL? STREETS WITHIN THE LIMITS DEFINED WILL BE SPECIALLY <br />BENEFITED AND ENHANCED IN VALUE IN EXCESS OF THE AMOUNT OF THE COSTS OF SAID <br />IMPROVEtIENTS PROPOSED TO BE AND AS ASSESSED AGAINST SAID PROPERTY AND THE <br />REAL AND TRUE OWNERS THEMEQF, AND LEVYI=NG AN ASSESSMEMT FOR THE PAYMENT OF A <br />PORTIO=N OF THE COSTS OF IMPROVING SAID STREETS WITHIN SAID LIMITS DEFINED, <br />FIXI=NG A CHUGE AND LIEN AGAINST SAID PROPERTY AND THE REAL AND TRUE OWNERS <br />THEREOF, FIXI=NG THE MAN -MER AND TIME OF PAYMENT THEREOF, AND PROVIDING FOR <br />THE iiANNER AND METHOD OF SAID PAYMENT <br />was presented. A motiod Was made by Councilman Burnett, seconded by Councilman <br />Williams for adoption of the Ordinance. <br />City Clerk Greene advised the Council that the assessment Ordinance contained <br />assessments to property owned by Billy and Jane Brown in City Block 264, being <br />Lots 2 and 4, and to Vivian Smith, Lot 7 City Block 64A, which has been discussed <br />by the Council at the time the petition was presented from property owners for <br />construction of the street and that agreement was made that the street adjoining <br />the two property owners had already been paved and would not be assessed for the <br />paving, but would be assessed the amount of the curb and gutter. After discussion, <br />a motion was made by Councilman Farris, to amend the Ordinance an omitting the <br />paving cost but assessing curb and gutter only to the two property owners. The <br />amendment was seconded by Councilman Fisher. Mayor Malone called for a vote on <br />the amendment which carried 7 ayes, 0 nays. Mayor Malone called for a vote on <br />the Ordinance which showed for adoption 7 ayes, 0 nays. <br />Mayor Malone declared the public hearing open on the proposition of closing 19th <br />Street N. W. where it joins City owned Lake Crook property. Fir. Boyce Enloe <br />appeared before the Council expressing opposition to the street closing stating <br />that it would cut the utility value of persons living in Nest Paris. Mr. Warren <br />Leddick, Director of Parks & Recreation appeared before the Council stating that <br />the recommendation had been made by the Parks & Recreation Board and felt that a <br />one +,ray into the Lake -Crook area would decrease vandalisim to a great degree. <br />Irlr. Gene Buster appeared before the Council stating that he felt the closing <br />would not be popular with the public and that he would like to see the Street <br />remain open as it is presently. Cdr. Tom Wells appeared before the Council stating <br />that he felt the street could be blocked off and stopped for useage as a thorough - <br />fare, and part could be blocked off partly into the west area in order that citizens <br />of best Paris could use same. Hs. Joann Boatner, Chairman of the Parks & Recrea- <br />tion Board, appeared before the Council stating that-the Board had long range plans <br />for the area. <br />
