a <br />Mr. Charles Thompson appeared before the Council requesting drainage improvement in <br />and around and adjacent to the Shady Oaks Mobile Home Park on Clarksville Street <br />Mr. Thompson was advised that the 1978 -79 budget would probably include funds for <br />drainage improvement in the southeast Paris area. <br />There being; no further business the meeting was adjourned. <br />MAYOR MICHAEL MALONE <br />ATTEST: H. C. GREENE <br />MINUTES Or THE SPWT L. MMM OP THE CM COUI=L <br />May 22, 1978 <br />A special meeting of the City Council was held May 22, 1978 at 5:15 P.M. Council <br />Room, City Hall. Mayor Malone called the meeting to order with the followixig <br />Councilmen present: George Fisher, Jr., Raymond Wunsch, Billy J. Burnett, 3afses <br />W Farris, 'Valter F. Williams. Also present were City Manager Robert W. Sokoll., <br />City Clerk H. C. Greene and City Attorney T. K. Haynes. <br />Mayor Malone advised the Council that a special meeting was called for 5:15 P.M., <br />May 30, 1978 for the purpose of receiving the Managers proposed bixdget for the <br />fiscal year ending June 30, 1979. <br />City Manager Sokoll reviewed the rate request of Texas Power & Light Company and <br />advised the Council that the Public Utility Commission of Texas had issued a final <br />order declaring a revenue deficiency of $40,585.770.00 which would mean a 6.3% <br />increase in revenues. City Manager Sokoll advised that the Texas` Municipal League <br />cities being served by Texas Power & Light Company had employed the Touche Ross <br />Company and they recommended a 5.4% increase of $35,017,000.00. The Manager <br />explained options available to.the City, that being the adoption of no rates at <br />this point; the adoption of Touche -Ross Company recommended rates ;the Public <br />Utility Commission rate as granted areas outside the city limits; or the option <br />to suspend the operation of the schedule of rates for an additional 30 days as <br />allowed by statute. City Manager Sokoll recommended the extension period. <br />Mayor Malone stdted.that he had a. petition signed by a number of citizens recomm- <br />ending that no increase be allowed Texas Power & Light Company. <br />Mr. Leighton Cornett, attorney; appeared before the Council stating that he was <br />appearing "on my own" and that he"represented no person or group." Mr. Cornett <br />stated that he vas speaking in opposition to the Texas Power & Light Company re- <br />quested rate increase. Mr. Cornett further stated that the increase was not <br />warranted. <br />Councilman Philley entered the Council chambers and assumed his chair at the Council <br />table. <br />Mr. Cornett requested that the citizens of Paris not be required to pay $1,800,000 <br />In additional increases to Texas Power & Light Company. <br />After discussion, Resolution No. 1863 was presented suspending the operation of <br />schedule of rates filed by Texas Power & Light Company on the 21st day of December, <br />1977 for a period of 30 days in addition to the 120 day period heretofore suspended <br />in Resolution No. 1843. Motion was made by Councilman Wunsch seconded by Councilman <br />Fisher for adoption of the Resolution. Motion catried 7 ayes, 0 nays. <br />
