f. <br />R <br />MINUTES OF THE SPECIAL MEETING OF THE CITY OF PARIS --- <br />June 15, 1978 <br />A special meeting of the City Council was held on June 15, 1978, at 7:00 P.M. <br />in the Council Room, City Hall. Mayor Malone called the meeting to order with the <br />following Councilmen present: George Fisher, David Philley, Raymond.Wunsch,J6mes <br />W. Farris, Billy Burnett and Walter F. Williams -. Also present were City Manager, <br />Robert Sokoll, City Clerk.H. C. Greene, City Attorney T. K. Haynes. <br />Mayor Malone advised the Council that the special. meeting was called for the purpose <br />of holding a public hearing on the work program and budget for the fiscal year beginn- <br />ing July 1, 1978. <br />Mayor Malone declared the public hearing open, and invited any comments from the <br />audience. <br />fir. Bruce Carr representing the Lamar County Chamber of Commerce appeared before the <br />Council recommending a parks and Recreation Director be included in the proposed <br />budget. <br />Mrs. Rachel Braswell appeared in behalf of the Lamar County Alcohol /Drug Abuse Council <br />and requested that $5,000.00 be placed in the current budget to be used as local <br />match-,for a $55,000.00 grant, such arant.to assist in establishing a comprehensive <br />drug treatment program. <br />Mrs. Nan Rose, Acting Director of the Alcohol /Drug Council introduced members of the <br />staff. Mr. Bobby Lockwood, Lamar County Probation Officer appeared before the Council <br />speaking in behalf of the Alcohol /Drug Council request. Mr. Bill Murphy appeared <br />before the Council to speak in behalf of the request and as a representive of the <br />Big Brothers, Big Sisters Program. Mrs. Gayle Burress appeared before the Council <br />in behalf of the Alcohol /Drug Council stating that the grant would be used to hire <br />two counselors and a secretary - clerk; that the Alcohol /Drug Staff a►as now seeing <br />approximately 30 clients per.month with the potential of 360 annually being assisted. <br />Mayor Malone invited other participants to appear and none appeared. <br />Mayor Malone declared the Public- Nearing closed. <br />Discussion was had on the request of the Alcohol /Drug Council for $5,000,00, after <br />which a rmot4on was made by.Councilman Farris to table any action at this time, motion <br />was seconded by Councilman Wunsch. Motion carried 7 ayes, 0 nays. <br />Appropriation Ordinance #2391 <br />"AN ORDINANCE ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR <br />BEGINNING JULY 1, 1978, AND ENDING JUNE 30, 1979, IN ACCORD- <br />ANCE WITH THE CHARTER OF THE CITY OF PARIS, APPROPRIATING THE <br />VARIOUS AMOUNTS THEREOF AND REPEALING ALL ORDINANCES OR PARTS <br />OF ORDINANCES IN CONFLICT THEREWITH." <br />
