MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL July 10, 1978 - The Regular meeting of the City Council of the City of Patrissvas: held Monday, July 10, 1973 at 7:00 P.M:- Mayor Malone called the meeting to.order with the following Council members present: B. J..Burnett, JimFarris','George Fisher, Jr. and Raymond Wunsch. Staff members present were City.Monager Robert W. Sokoll, City Attorney T. K. Haynes and City-Clerk H. C. Greene. Prayer was offered by Reverend Felix Keys of First Presbyterian Church. Mayor Malone asked if there were any corrections to Minutes of previous meetings as furnished to the Council members. There being none the Minutes were approved. Mayor Malone announced that the first order of business would be consideration.v= of recommendations made by the Planning and Zoning Commission. Mayor'Malone declared the public hearing open on the petition of H. R. Johnson for a change in zoning from a One Family Dwelling District No. 2 to a General Retail District on part of Lots 19 and 20, City Block 249 located on the south side of Lamar Avenue approximately 300 feet east of Collegiate Drive. Mayor Malone called for proponents to appear.and Mr. Johnson appeared-in his behalf stating that he wished to change the zoning of property to retail in order to dispose of it. Mayor Malone called for opponents to appear and Dr. Bill Felty, 2885 Hubbard, appeared and spoke against the change in zoning stating that the retail zoning would back up against residential property on Hubbard Street. Councilman Philiey entered the Council Chambers and assumed his chair at the Council table. Dr. Felty presented a petition containing 45 names of residents in the neighborhood affected. Dr. Felty stated that he would like to see General Retail'Zoning no closer than 250 feet to the property line of the residential area. Mayor Malone declared-the public hearing closed and advised the Coun81 —that because of the action of the Planning and Zoning Commission which was to deny the request that the vote of the Council would require a 75% majority. The ordinance ordering the zoning was presented by the City Attorney.
