Mayor Malone called for a motion for or against the ordinance and no motion was made and the Mayor declared the ordinance failing and the zoning denied. Mayor Malone declared the public hearing open on the petition of W. D. McGuinness and Morgan Johnson for a change in zoning from a One Family Dwelling District No. 2 to a General Retail District on Lots 18A and 19, City Block 249 located on the southeast corner of Lamar Avenue and Collegiate Drive. Mayor Malone called for proponents to appear and Mr. W. D. McGuiness appeared stating that he does not think that the Planning and Zoning Commission took into consideration the Retail businesses in the area and further stated he felt that the property one block west of Collegiate Drive and behind the Piggly Wiggly grocery store had not been devalued. Mrs. Joe Early appeared before the Council in behalf of the petition stating that Paris needs to grow and that the property needs to be General Retail. Mrs. Early stated she was speaking for Mrs. Springer also in favor of the petition. Mayor Malone called for opponents to appear and Dr. Bill Felty, 2885 Hubbard, appeared against the petition and stated that the petition that he presented at the H. R. Johnson hearing in this meeting would apply to this change also and that the reasons presented at the Johnson hearing would also apply to this property. Mr. Jimmy Myrick, 2865 Hubbard, appeared before the Council opposing the zoning and stating he did not want the hazard of Commercial property at his back door. Mayor Malone declared the public hearing closed and an ordinance ordering the zoning change was presented.
