269 <br />MINUTES 0P THE kEGULAR MEETING OF THE CITY COUNCIL <br />August 14, 1978 <br />The Regular meeting of the City Council of the City of Paris was held Monday,. <br />August 14, 1978 at 7:00 o'clock P.M. Mayor Malone called the meeting to order <br />with the following Council members present: B. J. Burnett, Jim Farris, George <br />Fisher, Dave Philley, Walter F. Williams and Raymond Wunsch. Staff members <br />present were City Manager Robert W. Sokoll, City Attorney T. K. Haynes and <br />Acting City Clerk Joe N. McCollum. <br />Prayer was offered by the Rovererid James Haggard, minister of the North Main <br />Baptist Church. <br />Mayor Malone asked if there were 9ny corrections or additions to the Minutes of <br />previous meetings as furnished to the Council members. There being none the <br />Minutes were approved. <br />Mayor Malone announced the first order of business would be consideration of <br />recommendations made by the Planning and Zoning Commission. <br />Mayor Malone declared the public hearing open on the petition of M. C. Lester <br />for a change in zoning from a One Family Dwelling District No. 3 (SF -3) to a <br />Commercial District (C) on Lots 7 and 8, Block 4, Colonial Addition located on <br />the southwest corner of 13th N.M. and Campbell Street. He then read the re- <br />commendation of the Planning and Zoning Commission which was to deny the request. <br />Mayor Malone called for proponents to appear and Mr. Lester appeared in his <br />behalf presenting a petition signed by area residents who were in favor of the <br />change. <br />Mayor Malone called for opponents to appear and Mr. and Mrs. N. P. Dickey, 805 <br />13th -N.W., and Ray Jones, 1229 13th N.W., spoke in opposition to the change. <br />Mayor Malone declared the public hearing closed and advised the Council that <br />because of the abtion of the Planning and Zoning Commission which was to deny <br />the request that the vote of the Council would require a 75% majority. The <br />ordinance ordering the zoning was presented by the City Attorney. <br />"AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY <br />OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED <br />BY THE ZONING MAP OF SAID CITY; ESTABLISHING A COMMERCIAL DIS- <br />TRICT (C) ON LOTS 7 AND 8, BLOCK 4, COLONIAL ADDITION, ON PRO- <br />PERTY BELONGING TO M. C. LESTER, SO AS TO INCLUDE THEREIN <br />TERRITORY FORMERLY DESIGNATED AS A ONE FAMILY DWELLING DISTRICT <br />NO. 3 (SF -3); AND DESIGNATING THE BOUNDARIES OF THE COMMERCIAL <br />DISTRICT (C) SO ESTABLISHED." <br />
