Prior to the public hearing on the Community Development Block Grant, Director <br />of Community Development, Joe McCollum appeared before the Council stating <br />that the public hearing had been held on September 8, 1978 in the REA Building <br />at 7:00 P.M. on the proposed Community Development Block Grant which was to be <br />$92,807.00 for the fiscal year beginning October 1, 1978 out of a total of <br />$750,000.00 grant over a two year period. Mr. McCollum recommended the followin, <br />program for the 1978 Community Development Block Grant, <br />1. Acquisition of Facility for Senior Citizen Center: <br />2. Rehabilitation of privately owned houses: <br />(approximately 6 units) <br />3.. Water Improvements: <br />8th N. W. from Campbell <br />9th N. W. <br />$25,000..00 <br />24,000.00 <br />16,200.00. <br />19,000.00 <br />1.,000.00 <br />3,000.00 <br />4,607.00 <br />$92,807.00 <br />Mayor Malone declared the public hearing open on the 1978 Community Development <br />Block Grant and called for any participation from the audience. Mr. Gary <br />O'Connor, representing the Lamar County Human Resources Council, spoke in <br />behalf of the Senior Citizen Center and the rehabilitation of houses. <br />Mr. Jeff Preston, 1008 17th N. E. appeared before the Council requesting <br />that consideration be given to water mains and street improvements on 17th <br />Street N. E. North of Tudor Street. Mr. Preston stated that he would request <br />immediate consideration of the problem. <br />No one else appeared before the Council and Mayor Malone declared the public <br />hearing closed. <br />Resolution No. 1886 authorizing and directing the City Manager to execute on <br />behalf of the City of Paris the application for Community Development Block <br />Grant project in the amount of $92,806.70 was presented. A motion was made <br />by Councilman Farris, seconded by Councilman Williams that the Resolution <br />be approved and that the application include the recommended program as <br />presented by the Director of Community Development, Joe McCollum. Motion <br />carried 7 ayes, 0 nays. <br />
