COMMUNITY PROFILE: (Provide a brief narrative in accordance with instructions) <br />Paris, the county seat of Lamar County, has an estimated population of <br />25,147, up about 1 percent a year. from the 1970 census figure of 23,441. <br />Census-information revealed that racial composition is 79% white, 20% <br />Black and 1% other races with no significant change over the last 20 <br />years. Approximately 16% of the population is 65 years of age or older. <br />The 1970 Census also revealed that 44% of the families in Paris were <br />at or below the low /moderate income level based on the figure of <br />$5,318 used for Texas Non -SMSA. No figures are available to indicate <br />percentage change prior to 1970. <br />Economically, Paris has experienced a slow but steady rate of growth <br />over the past 10 years in retail and industrial employment. While the <br />monthly area employment rate has been as high as 7.8 percent as of <br />July 1977, the average rate is 6% or less over the past two years: <br />Housing in the City totaled 9,085 living units in 1970, with approxi- <br />mately 10% of those being without complete plumbing facilities. 247 <br />of these units had more than 1.5 persons per room. Since 1970 housing <br />stock has increased by 1496 units. 1977 housing starts numbered 220 <br />new units. <br />Paris is one of the older communities in this area and many homes are <br />on non all weather surfaced streets and are served by substandard <br />size water mains. <br />�r—O (Check here If continued on additional pages) and attach) <br />16.
