COMMUNITY DEVELOPMENT AND HOUSING NEEDS: (Provide a brief narrative in accordance with instructions) A. NEIGHBORHOOD REVITALIZATION NEEDS: Adequate water supply for domestic use and fire protection, improve ments to streets that have little or no all weather surfacing and improvements to recreation facilities have been cited as needs in the two Target Areas addressed in this application. Provision for these needs will improve neighborhood environment and will encourage development of vacant properties and improvement of existing homes in the neighborhoods. B. COMMUNITY HOUSING NEEDS: Additional housing for the elderly and assistance to the elderly for private home maintenance'is a definite need with 16 percent or more, of the population being 65 years of age or older. 1970 census figures show that 12 percent of black housing units had more than 1.5 persons per room indicating some overcrowding conditions which should be addresse C.
