General Strategy: Major objectives of the program are better housing, <br />standard water mains and paving improvements in substandard areas, and <br />better facilities for senior citizens. <br />Two target areas were chosen for the carrying out of these activities. <br />Factors taken into account were concentration of minority groups, low/ <br />moderate incomes, age and condition of utilities and streets, availabil- <br />ity of recreation facilities, and the need for a senior citizens center, <br />readily accessible to the people. <br />B.' Neighborhood revitalization strategy: <br />1. Target Area No. A: This area is located in the northeast quadrant <br />of the City. <br />The objectives to be achieved in this area are water line upgrading and <br />paving in eleven separate streets, acquisition of a site for a Senior <br />Citizens Center, rehabilitation of approximately 25 homes, and improve- <br />ments to Johnson Park. <br />Physical improvements to be carried out.include the following: Replace- <br />ment of substandard water mains with standard 6 mains, along with fire <br />hydrant and new service connections to residences;. paving of streets with <br />8" base material and .a two course penetration surface treatment; acqui- <br />sition of building and land 'in a suitable location for a senior citizens <br />center; provision of *grants to individual home owners to rehabilitate <br />substandard structures; construction of a multi- purpose court and area <br />lighting in Johnson Park. <br />Public services to be carried out in support of the projects include the <br />following: Operation of a nutrition and recreation program by Human <br />Resources Council in 'the newly acquired Senior Citizens Center; continued <br />code enforcement and demolition of dilapidated structures, street, water <br />line and park maintenance. <br />Scheduling of activities anticipated as follows: Upon approval of applicati <br />first year activities will be to establish a rehabilitation program and <br />the rehabilitation of as many homes as funds will allow; preparation of <br />plans and specifications for water, street and park improvements and <br />selection of a site for the senior citizens center.
