APPLICATION /GRANT NUMBER <br />B- 784N- 484076 <br />U Original (Every Three Years) <br />I F From: 10 -01 -78 To: 10 -01 -81 (]Revision E3 Amendment <br />Dated `7D ited <br />B.COMPREHENSIVE STRATEGY: (Frovidea narrative in accordance with instructions.) <br />Over the two-year program period, it is expected that as many.as 50 sub- <br />standard homes can be rehabilitated to a.standard condition strenthening <br />the vitality and stability of the two target areas. Coupled with the <br />Section 8, Housing Assistance plan presently in existence, safe, standard <br />housing will be'available with a choice of locations. <br />2. Target Area No. 2. This area is located in the northwest quadrant <br />of the City and the.basic strategy will be the same as outlined above <br />for Target Area No. 1, with park improvements to be made to Record Park. <br />The exception is -that no Senior Citizens Center is proposed for this area. <br />C. Community Wide Housing Strategy,: <br />The City proposes to carry out a housing rehabilitation program by pro- <br />viding individual grants to owners of substandard housing for the work <br />and materials needed to meet code requirements. A goal of 40 units for <br />the two year program has been seta= An amount of $175,000 has been <br />programmed for this activity in the two Target Areas.. The mechanism <br />-for the rehab program will be established with first year funding and <br />we anticipate several units to be rehabilitated the cirst year as funds <br />will allow and completion of the.program in the second year.. <br />The City of Paris utilizes a Hazardous Buildings Ordinance to require <br />improvement or demolition of vacant structures considered dilapidated. <br />The Section 8, Housing Assistance Plan is administered in Paris and <br />Lamar County by the Ark -Tex Council -of Governments: This program has <br />resulted in an increase in the choice of housing opportunities for <br />low /moderate income.persons and is an important part of the overall <br />.strategy. In the short time it has been in existence, it has achieved <br />some success in spatial deconcentration. <br />I <br />D. Strategy for providing community wide public facilities and improvements <br />Included in the CDBG program are funds for the acquisition of.facilities <br />for a Senior Citizens Center in the northeast section of the City. <br />Citizen input indicated a need for a center in this area that would be <br />convenient to the people and.in a neighborhood setting that they felt <br />would promote more participation by the elderly.. It is anticipated <br />that the facility would be leased to the Lamar County Human Resources <br />Council, who would administer to the nutrition and recreation needs of <br />senior citizens. The Council would be expected to equip and maintain <br />the facility.
