4 ;? <br />Elder Buford addressed the Council asking that something be done to improve the <br />pavement on 1st, 2nd, 3rd and 4th N.E. from Tudor Street north. He said all <br />these streets were in need of repair. <br />Charles Mims requested the Council to renovate the tennis courts at Record Park and <br />also suggested that a program initiated for smaller children providing adult com- <br />panionship for both male and female children from broken homes. <br />Billy Brown, 637 E. Cherry Street, also spoke supporting the Senior Citizens Center <br />for northeast Paris and requested the Council to also consider improvements to <br />streets in the area. <br />With no one else desiring to speak, Mayor Brunette closed the Public hearing and <br />called for discussion by the Council. <br />Councilman Philley asked questions concerning the rehabilitation of housing and <br />also stated that 12th S.E. from Jefferson Road north to the railroad tracks was in <br />need of improvement. <br />Councilman Fisher asked the Council to consider improvement of Van Zandt Street <br />from Fitzhugh Avenue east to 17th N.E. <br />Following discussion, Mayor Brunette asked for a motion to authorize staff to <br />proceed with the preapplicatioti and submit a program based on staff recommendations <br />with consideration given to those items brought out in the second and third public <br />hearings and submit the program for Council consideration at a special meeting to <br />be called at a later date. <br />A motion to this effect was made by Councilman Fisher, seconded by Councilman <br />Wunsch. The motion carried 7 ayes, 0 nays. <br />Mayor Brunette declared the public hearing open on improvements and street assess- <br />ment on W. Kaufman Street between 28th S.W. and 29th S.W. <br />Calvin Gibson appeared stating he had been against the project from the beginning <br />and did not sign the petition and he objected to having to pay for a street that <br />would benefit others. He went on to say that his assessment would be as much as <br />or more than those who would benefit the most from the improved street. <br />City Attorney Haynes questioned E. L. Killingsworth, Jr., Director of Public. Works, <br />about the project and Mr. Killingsworth gave a cost break down for the paving <br />improvement.. <br />Councilman Williams questioned the City Attorney concerning the assessment policy <br />of the City. <br />City Attorney Haynes explained City policy and statutes governing assessments for <br />improvements. <br />
