City Manager Sokoll advised . that the Traffic Commission had recommended that <br />yield signs be place on 10th N. E. from north and south at Center Street. A <br />motion was made by Councilman Wunsch, seconded by Councilman Fisher authorizing <br />prebAration of an Ordinance. for presentation at a future douAcil meeting. Motion <br />carried 7 ayes, 0 nays. <br />City ringer Sokoll - presented a- biidget prepared by the Viait -ors and Convention <br />Council of the Chamber ot-Commerce, and recommended its approvel. A motion <br />was made by Councilman WUhsch,:seconded by Councilman .Williams approving the <br />Visitors and Convention Council budget. Motion carried 7 ayes, 0 nays.: <br />Mayor Malorke announced that the next order of business would be the request of <br />Lamar County Juvenile BoAtd for $5,000.00 contribution to be used as matching <br />funds to establish a Youth Diversionary Service for the Cit .. Judge Henry <br />Braswell appeared before the Council speaking as chairman o the Lamar County <br />Juvenile Board and as Judge of Juvenile Court requesting that the funds be <br />approved for the Diversionary Service and stated that annual expenditures <br />would be approximately $43.,500.00 for the coming year; that the State would <br />fund approximately 20% df.the program, the Federal Government 70 %, and iocal <br />government 10% of the program; that the program would call for two full time <br />Counselors and a secretary with necessary operating expenses ;.that the <br />program would be servicing between 200 and 400 young people who need the <br />attention; and that the city place $5,000.00 in next years budget for local <br />financing of the prograhi. <br />Mr. Charles Dillon, Department of Human Resources and Bob Lockwood of the <br />Lamar Cou#ity Juvenile-Probation Department also appeared before the Council.. <br />After considerable discussion, a motion was made by Councilman Fisher and <br />seconded by Councilman Williams that the City commit to enter into a contract <br />with the Department of thimau Resources for the youth Diversionary Program and <br />to negotiate a contract at a future council meeting with the Department bf Human <br />Resources. After further discussion, a motidiz was made by Councilmaiz Parris, and <br />seconded by Councilman W teach to amend the:;motfion to include that negotiations <br />be between the City acid the Department of Human Resources and the Lamar County <br />Commissioners Court ih a joint meeting between the City Council and the Lamar <br />County Commissioners Court. Motion carried 6 ayes, 1 hay. Councilman Philley <br />voting nay. <br />Mayor Malone called fot a Vote on the origional motion which showed 6 ayes, 1 nay. <br />Councilman Philley voting nay. <br />Mt. Reaves Haytat add Mr. tob.Hayter appeared representing Hayter Engineering <br />Inc., appeared before the Council and reviewed their report as contained in <br />Volume II Infiltration /Inflow study,o € -dio- City of Paris. <br />Mayor Malone called for the tabulations of bids for two Gate Valves for the <br />.Water Treatment Plant, and the following bids were presented: <br />Bowles & Edens Company $5,078.90 <br />Dresser Mfg. Division $4,071.20 <br />Patterson Industries, Inc. $9,562.00 <br />_City Manager Sokoll recommended that the bid of the Dresser Mfg. Division in <br />the amount of- $4,071.20 be awarded. <br />
