MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />December 11, 1978 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />December 11, 1978 at 7.-00 P. M. Mayor Malone called the meeting to order with <br />the following Councilmen present: B. J. Burnett, Jim Farris, Raymond Wunsch, <br />Walter F. Williams, George Fisher, Jr., and David Philley. Also present were <br />City Manager, Robert W. Sokoll, City Clerk, H. C. Greene, and City Attorney, <br />T. R. Haynes. <br />Prayer was offered by Rev. Larry Solice. <br />t <br />Mayor Malone ask if there were any corrections to the ninutes or previous <br />meetings furnished to_the Council members. There being none, the minutes <br />were approved. <br />Mayor Malone announced that the first order of business would be consideration <br />of recommendations made by the`Planning and Zoning Commission. <br />Mayon Malone declared the public hearing open on the petition of W. M. House, <br />Jr. for a change. 1n. zoning from a One Family Dwelling District No. 2 (SF -2) <br />to.a Multi - Family Dwelling District No. 1 (F14-1) on Lot 13, City Block 262 <br />located . on the east side of 20th N. E. at Blake Road. <br />Mayor Malone called for proponents to appear and Mr. W. M. House, Jr. appeared <br />in behalf of his petition, advising the Council that he proposed to construct <br />or.9- apartments.on.the property to rent in the $150.00 to $165.00 per month <br />area, and stated that he would construct a fence to shield the residential area <br />from -the apartment area. <br />Mayor Malone.called for opponents to appear and Mr. John McGee, Mr..Thomas <br />Johnson, and Mr. Robert Stout appeared: before the Council in opposition to the <br />petition, and Mr. McGee presented a petition with seventeen names appearing <br />being residents of the area with five being within the 200 foot zone. <br />Mayor Malone declared the public hearing closed and advised the Council that <br />the petition presented by Mr. McGee represented over 20% of the property owners <br />within 200.feet and would require a 75% majority of the Council.. <br />ORDINANCE NO. <br />AN.ORDINANCE AMENDING. ZONING ORDINANCE 140. 1710 OF THE CITY OF PARIS, PARIS, . <br />TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID <br />CITY; ESTABLISHING A MULTIPLE FAMILY DWELLING DISTRICTNO. 1 (MF -I) ON LOT <br />13, CITY :BLOCK 262, ON PROPERTY BELONGING TO W. M. HOUSE, JR. SU AS -TO <br />INCLUDE THEREIN TERRITORY FORMERLY- DESIGNATED AS A OR-FAMILY DWELLING :- <br />DISTRICT NO. 2 (SF -2); AND'DESIGNATING THE BOUNDARIES OF THE MULTIPLE <br />FAMILY DWELLING DISTRICT 'NO. 1 (MF -1) $O ESTABLISHE. <br />was presented. A motion was made by Councilman Philley, seconded by Councilman <br />Burnett to.deny the request and disapprove the adoption of the Ordinance. Motion <br />carried 7 ayes, 0 nays. <br />
